Bearing these things in mind, I have endeavored to reduce the number of changes in subordinate places usually made upon the change of the general administration, and shall most heartily cooperate with Congress in the better systematizing of such methods and rules of admission to the public service and of promotion within it as, may promise to be most successful in making thorough competency, efficiency, and character the decisive tests in these matters.
If elaborate system and supervision, careful adaptation of means to ends, diligent nursing, could avail for colonial growth, the genius of England has less of this systematizing faculty than the genius of France; but England, not France, has been the great colonizer of the world.
I know of no more solid and important contributions to biology in the past seven years than Haeckel's work on the Radiolaria, and the researches of his distinguished colleague Gegenbaur, in vertebrate anatomy; while in Haeckel's Generelle Morphologie there is all the force, suggestiveness, and, what I may term the systematizing power, of Oken, without his extravagance.
On the other hand, a man's thinking is more impersonal and general; and he is more easily drawn into abstractions. It is true that woman's domestic life would naturally develop this quality but we are not now concerned with the question of origins. Most women find it easy to live from day to day; the man is more given to systematizing and planning.
These legislators, it appeared from the testimony, had formed a water-tight ring or "combine" in 1899, for the purpose of systematizing this traffic. A regular scale of prices was adopted: so much for an excavation, so much per foot for a railway switch, so much for a street pavement, so much for a grain elevator.
It was a method for systematizing and lending rational sanction to material accepted on authority. This subject matter meant so much that it vitalized the defining and systematizing brought to bear upon it. Under present conditions the scholastic method, for most persons, means a form of knowing which has no especial connection with any particular subject matter.
Each railroad was eager to get the largest share of the traffic of transporting oil. Rockefeller, ruminating in his small refinery at Cleveland, Ohio, had conceived the revolutionary idea of getting a monopoly of the production and distribution of oil, obliterating the middleman, and systematizing and centralizing the whole business.
There is no enlargement, unless there be a comparison of ideas one with another, as they come before the mind, and a systematizing of them. We feel our minds to be growing and expanding then, when we not only learn, but refer what we learn to what we know already.
The strangest part of the matter is, that this doctrine seems to M. Comte to be axiomatic. That all perfection consists in unity, he apparently considers to be a maxim which no sane man thinks of questioning. It never seems to enter into his conceptions that any one could object ab initio, and ask, why this universal systematizing, systematizing, systematizing?
We have given a sufficient general idea of M. Comte's plan for the regeneration of human society, by putting an end to anarchy, and "systematizing" human thought and conduct under the direction of feeling. But an adequate conception will not have been formed of the height of his self-confidence, until something more has been told.
