Sometimes they refused to answer questions; sometimes they answered, briefly, simply and precisely, as though they were answering not the judge, but statisticians, for the purpose of supplying information for particular special tables. Three of them, one woman and two men, gave their real names, while two others refused and thus remained unknown to the judges.

The wording was so greatly modified in the Senate that the form of treaty which was finally ratified differed but little from the arbitration treaties of 1908. After many years of urging on the part of statisticians and public men, Congress, in 1902, passed a bill which was signed by the President providing for a permanent census bureau connected with the Department of Commerce and Labor.
