These two extensive countries, Rua and Manyuema, are populated by true heathens, governed, not as the sovereignties of Karagwah, Urundi, and Uganda, by despotic kings, but each village by its own sultan or lord. Thirty miles outside of their own immediate settlements, the most intelligent of these small chiefs seem to know nothing.

Thus were the Netherlands in the tenth, eleventh, twelfth, and thirteenth centuries split up into several small sovereignties, whose possessors did homage at one time to the German Emperor, at another to the kings of France.

The Douglas or truly conservative theory, resting upon the limited powers of the Federal constitution, as a compact of confederation, among sovereign and independent States, assumes that so far as the United States, as a Nation, are concerned, domestic slavery is neither a national good to be protected, nor a national evil to be crushed out; it is a local domestic institution, existing at the formation of the confederacy, in all the States, "under the laws thereof," and its good or evil, concerns only the local sovereignties or people with whom it exists or may exist.

The Marquis makes some shrewd remarks on the evident attention of the Great Powers to establish an interest among the little sovereignties of Germany. Thus, Russia has married "her eldest daughter to an adopted Bavarian. The Cesarowitch is married to a princess of Darmstadt," &c. He might have added Louis Philippe, who is an indefatigable advocate of marrying and giving in marriage.

It is plain that to maintain the line between these two sovereignties operating in the same territory and upon the same citizens is a matter of no little difficulty and delicacy.

This was early recognized by de Tocqueville, one of the most acute students of the Constitution, who said that it was based "upon a wholly, novel theory, which may be considered a great discovery in modern political science." Previous to the Constitution it had not been thought possible to divide sovereignty, or at least to have two different sovereignties moving as planets in the same orbit.

To refrain from so doing would be to violate a solemn contract. They further reminded the council of state that by its institution the States-Provincial had not abdicated their respective sovereignties, but had reserved it in all matters not specifically mentioned in the original instruction by which it was created.

The people not the people as composing one great body, but the people as composing thirteen sovereignties. Were it, as the gentleman asserts, a consolidated government, the assent of a majority of the people would be sufficient for its establishment, and as a majority have adopted it already, the remaining States would be bound by the act of the majority, even if they unanimously reprobated it.

At all events, it is no better for the State to leave its citizens at the mercy of the large corporations created by other less careful sovereignties, than to permit the organization of corporations adequate to the demands of modern business under its own laws, subject to its own more careful regulation and control.

Randolph moved that "-no treaty or treaties among the whole or part of the States, as individual sovereignties, would be sufficient." In fact, the reason for the violent opposition to the ratification of the Constitution was that when once ratified, the States could not withdraw from it.
