Whatever difference of opinion may exist upon other points, there is one on which I should suppose there can be none; that this bill rests upon principles which, if carried out, will ride over State sovereignties, and that it will be idle for any advocates hereafter to talk of State rights.
Time was to show. The new state had forced itself into the family of sovereignties somewhat to the displeasure of most of the Lord's anointed. Rebellious and republican, it necessarily excited the jealousy of long-established and hereditary governments. The King of Spain had not formally acknowledged the independence of the United Provinces.
Then I went on. Such hospitality as that island has seen there has not been the like of in these our New England sovereignties. There is nothing in the shape of kindness and courtesy that can make life beautiful, which has not found its home in that ocean-principality.
Mingled with this confused heap, which was tossed into the flames by armfuls at once, were innumerable badges of knighthood, comprising those of all the European sovereignties, and Napoleon's decoration of the Legion of Honor, the ribbons of which were entangled with those of the ancient order of St. Louis.
To expose the fallacy of this objection it is only necessary to consider the frame and true character of our system. Ours is not a consolidated empire, but a confederated union. The States before the adoption of the Constitution were coordinate, co-equal, and separate independent sovereignties, and by its adoption they did not lose that character.
The profound hatred of Catholics which was so much more marked in England then than now, produced a strong popular feeling there in favour of the revolutionaries, who inveighed against all existing sovereignties in general, but were particularly bitter against the government of the Popes. The revolution thus supported by England, and guided by such men as Mazzini and Garibaldi, made progress.
In addition to all the rest it happened, that the countess Matilda, a princess who in her own right possessed extensive sovereignties in Italy, nearly commensurate with what has since been styled the ecclesiastical state, transferred to the pope in her life-time, and confirmed by her testament, all these territories, thus mainly contributing to render him and his successors so considerable as temporal princes, as since that time they have appeared.
Relieved by its protecting shield from the fear of war and the apprehension of oppression, the free enterprise of our citizens, aided by the State sovereignties, will work out improvements and ameliorations which can not fail to demonstrate that the great truth that the people can govern themselves is not only realized in our example, but that it is done by a machinery in government so simple and economical as scarcely to be felt.
Thus the existence of the true American continental solidarity of the future, depending on myriads of superb, large-sized, emotional and physically perfect individualities, of one sex just as much as the other, the supply of such individualities, in my opinion, wholly depends on a compacted imperial ensemble. The theory and practice of both sovereignties, contradictory as they are, are necessary.
It speaks to us here in the Capital of the Nation. It speaks to us through the processes of governing in the sovereignties of 48 States. It speaks to us in our counties, in our cities, in our towns, and in our villages. It speaks to us from the other nations of the hemisphere, and from those across the seas the enslaved, as well as the free.
