Of the estimated 55,000 to 60,000 Virginians who fought at some time during the Revolution, as many as 35,000 were militia. Many were short-term soldiers, fighting only three to six months at a time. Often they were unprepared and untrained, not used to disciplined fighting, good marksmen, but unskilled in the use of the bayonet.
It was difficult to get even short-term loans, running from seed-time to harvest. This important function of lending money to pay for labor and thus secure a larger crop, which has only recently been assumed by the Government in its establishment of farm loan banks, had been performed by private capitalists who asked usurious rates of interest.
Changing and unpredictable economic circumstances require that we continue to monitor the financial stability of the social security system. To correct anticipated short-term strains on the system, I proposed last year that the three funds be allowed to borrow from one another, and I urge the Congress again this year to adopt such interfund borrowing.
The managers seek to maximize their short-term utility by securing enormous pay packages and other forms of company-dilapidating compensation. The entrepreneurs feel that they are "strangled", "shackled", "held back" by bureaucracy and they "rebel". They oust the management, or undermine it, turning it into an ineffective representative relic.
Finally, our proposal will include new incentives for summer youth employment to help young people get a start in the job market. We must offer both short-term help and long-term hope for our unemployed. I hope we can work together on this. I hope we can work together as we did last year in enacting the landmark Job Training Partnership Act.
"There's a good deal in that, John Wesley," said Pa Shenk. "Your father and me, we get along fine. We're more like partners than owner and tenant. But it isn't so with these short-term renters. The owner raises the rent as the price of land rises, and the tenant is mostly too poor to do anything much after he's paid the rent. Besides, he's got no stake in the neighborhood.
The American constitution is largely dominated by Class I. , from which it breaks away in the case of the President to a short-term monarchist aspect of Class II. . I will not elaborate this classification further.
In Russia's dealings with France a like trouble made itself felt, but the same remedy was not applied. The Government there did not offer a State guarantee for acceptances by the Banque de France. The reasons for this difference of method are immaterial. The main point is that some other expedient had to be devised whereby Russia could discharge her short-term debts to her French creditors.
And our deficit in our basic transactions with the rest of the world trade, defense, foreign aid, and capital, excluding volatile short-term flows has been reduced from $2 billion for 1960 to about one-third that amount for 1961. Speculative fever against the dollar is ending and confidence in the dollar has been restored.
Major portions of the world's population continue to be threatened by the specter of hunger and malnutrition. During the past year, some 150 million people in 36 African countries were faced with near disaster as the result of serious drought, induced food shortages. But the problems of hunger cannot be solved by short-term measures.
