I therefore fully approve of the advice given to them by the Secretary of the Interior on a recent occasion, to divide among themselves in severalty as large a quantity of their lands as they can cultivate; to acquire individual title in fee instead of their present tribal ownership in common, and to consider in what manner the balance of their lands may be disposed of by the Government for their benefit.
They have lands allotted to them in severalty, and have made considerable advancement in agriculture and civilization, though they still follow the chase to some extent. Under the provisions of the act of June 10, 1872, steps are being taken to sell 50,000 acres of the western part of their reservation.
A large majority of the tribe are anxious to have their reservation allotted in severalty; and, inasmuch as they are not inclined to remove to another locality, it would seem desirable that their wishes in this respect should be complied with.
It denotes a failure to recognize anything better than the fulfilment of the simple interests in their severalty. Although guarded and adjusted these still determine the general tone of life. The controlling motive, the standard of attainment, is never anything higher than the elementary desire with its attendant satisfaction.
Briefly, the purposes of the negotiations were to be: The extinguishment of Tribal titles to any lands within that Territory now held by any and all such Nations or Tribes, either by cession of the same or some part thereof to the United States, or by allotment and division of the same in severalty among the Indians of such Nations or Tribes respectively as may be entitled to the same, or by such other method as may be agreed upon between the several Nations and Tribes aforesaid, or each of them, with the United States, with a view to such an adjustment upon the basis of justice and equity as may, with the consent of the said Nations of Indians so far as may be necessary, be requisite and suitable to enable the ultimate creation of a State or States of the Union which shall embrace the lands within said Indian Territory.
At the Tonawanda Reservation of the Seneca-Iroquois, a portion of the lands are divided into separate farms, which are fenced and occupied in severalty, while the remainder are owned by the tribe in common. When a young man marries and has no land on which to subsist, the chiefs may allot him a portion of these reserved lands.
An allotment of land in severalty has been directed to be made, much to the gratification and encouragement of the tribes. These Indians are inclined to industry, and show commendable zeal in cultivating their farms, growing crops which compare favorably with those of their white neighbors. Their customs and habits of life also exhibit a marked improvement.
"Of said area 4,346,223 acres have been allotted in severalty to the enrolled members of said Cherokee Indian Nation, Oklahoma. Twenty-two thousand eight hundred and eighty acres were disposed of as town lots, or reserved for railway rights of way, churches, schools, cemeteries, etc., and the remaining area has been sold, or otherwise disposed of as provided by law.
Indeed, with the best efforts of obscurantism and national jealousy to the contrary, it remains patently true that modern culture is the culture of Christendom at large, not the culture of one and another nation in severalty within the confines of Christendom.
