That which rises to a revolution in England is no more than a sedition in other countries. A city in Spain, in Barbary, or in Turkey, takes up arms in defence of its privileges, when immediately it is stormed by mercenary troops, it is punished by executioners, and the rest of the nation kiss the chains they are loaded with.
Unfortunately, not under our modern atmosphere of political liberality. In time of war, when it may again become necessary, for the very salvation of the land, to suspend the habeas corpus act, sedition would revive into a new meaning.
"Everything is arranged for men, to suit men it's a man's world and we're foreigners. We're forced to stand around and mind, before we understand. If we speak our own language, we're suspected of sedition. And then we don't stand together. We're continually looking for some kind male native, and only now and then one of us is lucky.... Hideous and false old shames are inflicted upon us.
Let us unite, therefore, in imploring the Supreme Ruler of Nations to spread his holy protection over these United States; to turn the machinations of the wicked to the confirming of our Constitution; to enable us at all times to root out internal sedition and put invasion to flight; to perpetuate to our country that prosperity which his goodness has already conferred, and to verify the anticipations of this Government being a safeguard of human rights.
So far they agree; but at this point they differ. The Kentucky Resolutions assert that when any question arises as to the right of Congress to pass any law, each state may decide this question for itself and apply any remedy it likes. The Virginia Resolutions declare that the states may judge and apply the remedy. Both declared that the Alien and Sedition laws were wholly unconstitutional.
But the Israelites, though they were in heaviness at these admonitions from God, yet were they still very unwilling to go to war; and since they got large tributes from the Canaanites, and were indisposed for taking pains by their luxury, they suffered their aristocracy to be corrupted also, and did not ordain themselves a senate, nor any other such magistrates as their laws had formerly required, but they were very much given to cultivating their fields, in order to get wealth; which great indolence of theirs brought a terrible sedition upon them, and they proceeded so far as to fight one against another, from the following occasion:
When asked if he accepted as true the charge of exciting sedition among the troops, he replied that it was so little true that, over and over again, the men would have mutinied if he had given them a sign, and that he had continually induced them to submit to discipline sheerly by force of his own example.
Paul's list Fornication, Adultery, Murder, Anger, Lasciviousness, Deceit, Evil Eye, Drunkenness, Revelling, Idolatry, Witchcraft, Variance, Emulation, Wrath, Strife, Sedition, Heresy. If all these were still abroad, not much had been gained by the crucifixion of the Aldermen. For the time, it was true, they did not show themselves openly.
Whilst he was thus busied in infecting the minds of the citizens, the war that Castor and Pollux brought against Athens came very opportunely to further the sedition he had been promoting, and some say that he by his persuasions was wholly the cause of their invading the city.
In the mean time, the measures of the English Minister at home were directed to the two great objects of his legislation the raising of supplies and the suppressing of sedition; or, in other words, to the double and anomalous task of making the people pay for the failures of their Royal allies, and suffer for their sympathy with the success of their republican enemies.
