The immense length to which it extended, together perhaps with some distaste for its necessarily disorderly texture, caused the practice of increasing it to be stopped in the year of Salvius Julianus, who occupied the magistracy in the reign of the Emperor Hadrian.
The lot of questorship gave him Asia for his province, and the proconsul Salvius Titianus for his superior; by neither of which circumstances was he corrupted, altho the province was wealthy and open to plunder, and the proconsul, from his rapacious disposition, would readily have agreed to a mutual concealment of guilt.
He mentions it to Descordes Nov. 13, 1633, and informs him that though several settlements were offered him, he had not yet determined which to embrace, but would soon come to a resolution. He passed his time in writing his Sophomphanæus, or Tragedy of Joseph , which he finished whilst at Hamburg. Salvius, Vice-Chancellor of Sweden, a great statesman, and a man of learning, was then at Hamburg.
The Swedish Ambassador answered Chavigny, that he had received a letter from the Queen for his Majesty, which he purposed to deliver immediately; that the war was very burdensome to the Swedes, who had so many enemies to combat with, especially this year and last; and that as to the renewal of the treaty, he had nothing to say to it; for that affair did not concern him, but Salvius.
This advice being approved of, they committed the execution of it to Achillas. He, therefore, taking with him as his accomplices one Septimius, a man that had formerly held a command under Pompey, and Salvius, another centurion, with three or four attendants, made up towards Pompey's galley.
But they were much divided about the question of sending an embassy to Antonius, and the consuls, seeing that a majority agreed with Cicero, adjourned the debate till the next day. The discussion lasted three days, and the senate would at last have adopted all Cicero's measures if one of the tribunes, Salvius, had not put his veto on them.
IX. The renewal of the treaty of alliance between France and Sweden, which was almost expired, was now on the carpet. This grand affair was negotiating at Hamburg between Claude de Même count d'Avaux, and John Adler Salvius, Vice-Chancellor of Sweden.
Grotius made acquaintance with him, and saw him frequently. Polite Literature was the subject of their conversation. Salvius conceived a great esteem for Grotius, and the favourable report he made of him to the High Chancellor Oxenstiern determined the latter to invite Grotius to come to him, that he might employ him in affairs of the greatest importance, as we shall see in the following book.
On the following day, Salvius Liberalis, a man of shrewd wit, careful in the arrangement of his speeches, with a pointed style and a fund of learning, spoke for Marius, and in his speech he certainly brought out all he knew. Cornelius Tacitus replied to him in a wonderfully eloquent address, characterised by that lofty dignity which is the chief charm of his oratory.
The negotiation not succeeding at Paris, it was transferred to Hamburg, to be managed by D'Avaux and Salvius; but as it was very coldly desired either by the French, the Swedes, or even by the Imperialists, the conditions could not be settled, and the project was dropt. Ep. 950. p. 421. Father Bougeant Hist. l. 5. n. 35, places this negotiation in 1639, in which he contradicts Grotius.
