Count d'Avaux was ordered to use his endeavours with the Swedish Ministry to write to Grotius that he should continue to visit the Cardinal as formerly: D'Avaux spoke of it to Salvius, a Privy-Councellor, and Chancellor of the Court, who was with him at Hamburg negotiating a new treaty.

Both showed considerable talent, but owed their leadership, Salvius to his knowledge of divination, and Athenion to his pretensions to astrology. It is called an interdict for obtaining possession, because it is available only for initiating possession; accordingly, it is not granted to a person who has already had and lost possession. Another interdict for obtaining possession is that named after Salvius, by which the landlord gets possession of the tenant's property which has been hypothecated as a security for rent.
The Swedish Ministry judged that the more Cardinal Richelieu desired Grotius's removal, the greater reason they had for supporting him, since he displeased only by doing his duty too well. Grotius was informed of their sentiments, and wrote to Salvius , that the justice which the Regents of Sweden did him would serve to confirm his steadiness.
C. Salvius and T. Lucretius, duovirs for the next year, the recurrence of Salvius in another inscription, L. Curtius and C. Vibius, the aediles, Statiolenus and C. Cassius, the quaestors, show the same phenomenon, for it seems quite possible from other inscriptional evidence to claim Salvius, Vibius, and Statiolenus as men from the old families of Praeneste.

Salvius ordered one half of what was owing him to be paid out of the subsidies received by Sweden from France; but it was long before Grotius got the money: for on the 9th of July, 1639 , he pressed Salvius very warmly to order immediate payment; and went so far as to tell him that if he still left him in this perplexity, he would demand to be reimbursed and recalled.
If one might name a particular moment at which so vast and complex a movement culminated, one would be tempted to suggest the reign of Hadrian, who appointed Salvius Julianus to draw up the edictum perpetuum, or permanent edict, in the year 132 A.D. Thenceforward the magistrate had to use his discretion only when the edict of Julianus did not apply.
