If the Germans throughout their army had not possessed a high opinion of Belgian bravery and power of retardation, I doubt if they would have released so widespread and unique a savagery.
The catkins already formed on the alder, quite prepared to droop into April's beauty, the white edges of the May-flower's petals, already visible through the bud, show in advance that winter is but a slight and temporary retardation of the life of Nature, and that the barrier which separates November from March is not really more solid than that which parts the sunset from the sunrise.
But at every step and stage of progress the dogmatists have exerted their influence toward retardation. What these dogmatists were unable to accomplish through fear and suppression, they accomplished through ostracism, and death. Human advancement and progress are foreign to the "believing" mind. The dogmatists are concerned only with the "supernatural."
Faye preferred to consider it a retardation produced by ascending currents continually left behind as the sphere widened in which the matter composing them was forced to travel.
The order, however, was not communicated to Smith-Dorrien on Gun Hill, and he was not aware of it until he saw some troops of his own Division, supported by a few companies sent across by Kitchener from the left bank, charging across the open. In a few minutes, the gradual retardation of the rush, and then its extinction under a heavy fire, showed that the attempt had failed.
In reality, however, the effects of self-induction in causing a lag, shift, or retardation of phase in the secondary current will considerably modify the results, and especially so when the secondary conductor is constructed so as to give to such self-induction a large value.
The time had come in 1913 when the little district school with its narrow curriculum and crude methods of instruction did not meet the needs and purposes of modern industrial and social life in Ohio. It had not kept step with rural economic progress. In the whole State it was the one evidence of retardation, an institution of bygone days which had deteriorated instead of having improved.
The wider personal liberty of to-day is worth all that the race has suffered for it. Yet the retardation of wellnigh a thousand years has surely been a giant price to pay. This mighty change in the course of Teutonic destiny, this breakdown of the Frankish empire, was wrought by two destroying forces, one from within, one from without.
In the former case, by increasing the electrical force you overcome the resistance; while in the latter, by augmenting the electrical force you increase the retardation. From the foregoing law it will be seen that there are two ways of lessening the resistance upon telegraphic conductors, one by reducing the length, and the other by increasing the area of the section of the conducting-wire.
I will now endeavor to show why the new cable will not be liable to this difficulty, to anything like the same extent. I have alluded to the resistance offered by the conductor of a telegraph-cable to the passage of an electric current, and to the retardation of this current by static induction.
