Such a change of opinion among the members of the Assembly within so brief a space of time is in itself significant of the progress of liberal views among the people generally. The vote on this repealing statute was somewhat of a surprise to the authorities.
It did not take long for the Democratic majority of the Committee on Ways and Means of the House to frame and report the Wilson Bill, repealing the McKinley Bill, and recommending in its stead the enactment of a Tariff for Revenue, which was fairly in harmony with Democratic Free Trade principles, and in harmony with the President's message. The bill was passed without long delay, Mr.
But the thought of explicitly repealing the Missouri Compromise, which he had been wont to declare inviolably sacred, appalled him. He dreaded its effect in Illinois and throughout the Puritanical North, where moral ideas were annoyingly obtrusive. The South, though not demanding the repeal of the Compromise, would surely welcome it with joy and gratitude.
And, as he had been one of the leading members of the ministry which carried Catholic Emancipation, so he now proceeded on the same path of religious toleration; and, in the session of 1844, successfully recommended to the House of Commons a bill which had already been passed by the Lords, repealing a number of penal acts affecting the Roman Catholics, which, though they had long been practically obsolete, still encumbered, and it may be said disgraced, the statute book, and were, so to say, a standing degradation of and insult to the Roman Catholic body.
The constitutional power of Congress to regulate the domestic affairs of the Territories was doubted. The Committee declined to discuss the question which was so fiercely contested in 1850. Congress then refrained from deciding it. The Committee followed that precedent by neither affirming nor repealing the Missouri Compromise, nor expressing any opinion as to its validity.
Their great leader, William Penn, was again in favor at court and with the Queen, who, in Privy Council, October 11, 1705, favorably heard their petition and promptly annulled the Connecticut law of 1657 against "Heretics, Infidels and Quakers," declaring it void and repealed. "The repealing of this Act put a final period to the persecuting of Quakers in New England."
My lords, in this and the other house of parliament, no one would have any idea of repealing the union except in regular course, like another act of parliament; but with these meetings of 50,000 and 60,000 men, was there any question of discussion? No, my lords, the question was terror, force, and violence.
But difficulties had occurred, times were bad, the hat factory was involved in debts, the repealing of a certain import duty on manufactured felt overcrowded the home market with cheap Belgian and French products, and in the end his brother had assigned and gone to Milwaukee.
All those who take it as a prelude or introduction to the further suppressing of the Dissenters, and a step to repealing the Toleration, or intend it as such, are mistaken.... All those phlegmatic Dissenters who fancy themselves undone, and that persecution and desolation is at the door again, are mistaken.
The English Act of 1875 repealing the old Labour Conspiracy law and modifying the common law doctrine relating thereto, had never been enacted in New Zealand. Within the last few years Australian Trade Unionists had found the old English law unexpectedly hunted up for the purpose of putting them into gaol.
