In the two years that it has been holding the line on the Yser it has been completely reuniformed, re-equipped, reorganized. The result is a small but complete and highly efficient organism. The Belgian army consists to-day of six infantry and two cavalry divisions a total of about 120,000 men with perhaps another 80,000 being drilled in the various training camps at the rear.

Campbell had to grant men and horses a breathing period. He put out pickets, leaving the rest of them to lie with their mounts saddled and to hand. Drew loosened the girth, stripped off saddle and blanket, and wiped down the sweaty back of his new mount. But he dared not leave the gelding free. So, against all good practice, he re-equipped the tired beast.

During the whole of the 26th and 27th the army crossed. To say that the army has need of being redisciplined and reformed, and of being re-equipped in cavalry, artillery, and supplies, is to be inferred from the statement just made. Rest is its principal want. Supplies and horses are arriving. General Bourcier has already more than 20,000 new horses in the different depots.

Hence it followed, that the one derived little advantage from the victory, and the other was the less injured by defeat; for the routed party had to be re-equipped, and the victorious could not pursue his advantage.

The commodore reconstructed the line, re-equipped it, and by making it serviceable to its territory increased its traffic and turned its business from deficiency into profit. This was in 1864. The commodore became president, and his son, William H. Vanderbilt, vice-president.
