As a matter of alleged fact, this capture of the protectorates by the Japanese had been specially desired by the British government, in order to prevent Germany from ceding it to China. If that move meant anything, therefore, it meant that neither China nor Germany had or could have any hold on the territory once it was captured by Japan.
As, we have seen, the jealousy of the Continental powers for one another effectually prevented their extending their influence or protectorates to other continents, which jealousy was considerably aided by the small but destructive wars that did take place.
The obligations imposed by the recent London Convention upon the signatory Powers will not become operative until after the exchange of ratifications, which has not yet taken place. In anticipation, however, steps have been taken to revise the existing regulations in the British Protectorates so as to bring them into strict harmony with the terms of the convention.
Your assistance, sire, and within a month, whether I oppose Lambert to Monk, or Monk to Lambert, I shall have reconquered my paternal inheritance, without having cost my country a guinea, or my subjects a drop of blood, for they are now all drunk with revolutions, protectorates, and republics, and ask nothing better than to fall staggering to sleep in the arms of royalty.
When, therefore, the relatively small populations of such protectorates as are still well stocked with game are heard airily discussing the advisability of getting rid of it as quickly as possible, one realizes how often vain are the teachings of history, and how well-nigh hopeless it is to quote the result of similar action elsewhere.
Beginning in these same years, the fulfilment of a long-delayed ideal unfolded in the dissolution of the great empires that had not merely survived 1918, but had managed even to extend their reach through acquiring “mandates”, “protectorates” and colonies seized from the defeated powers.
Ultimately the same sort of dilemma will have to be faced in other parts of Africa under British rule British East Africa and Uganda, the Nigerian protectorates and neighbouring districts, Rhodesia and British Central Africa as well as in the Malay States, Hong Kong, and the West Indies.
While there I saw four British protectorates. I grew heartily to respect the men whom I there met, settlers and military and civil officials; and it seems to me that the best service I can render them and you is very briefly to tell you how I was impressed by some of the things that I saw.
A compromise was effected between them, and the heads of a treaty, of which the chief clause ensured a qualified independence to the late Republics, under the guise of British Protectorates, were drawn up by J.C. Smuts, who had come from Ookiep to resume his former profession and to act as legal adviser to his colleagues.
I visited four different British protectorates or possessions in Africa namely, East Africa, Uganda, the Sudan, and Egypt. About the first three, I have nothing to say to you save what is pleasant, as well as true. About the last, I wish to say a few words because they are true, without regard to whether or not they are pleasant.
