In view of some aspects of the foreign relations of the United States since 1914, it is apparent that such diplomatic incidents as those concerned with boundaries, fisheries and Latin-American protectorates were not the most important forces in determining the outlook of America upon Europe.
The coast line of these protectorates and colonies gives no idea of the extent of their hinterland, which spreads back into the Sahara, the Niger basin, and the Soudan.
But now, instead of having alien and defenceless tribes within their borders, tribes forbidden to bear arms and chafing at the Turkish yoke, they will see free peoples under the protectorates of Powers that are capable of self-defence and, if necessary, of inflicting punishment.
The policies referred to included the establishment of protectorates, the supervision of finances, the control of all naval routes, the acquisition of naval stations, and the policing and administration of disorderly countries. In the smoking-room Everett soon discovered that passengers not in the service of that king, the English and German officers and traders, held aloof from the Belgians. Their attitude toward them seemed to be one partly of contempt, partly of pity. "Are your English protectorates on the coast, then, so much better administered?" Everett asked.
Two protectorates were formed, Northern and Southern Nigeria, and Sir Ralph Moor was appointed High Commissioner of the latter.

Had the imperialist Tsardom emerged triumphant from the struggle, the reactionary forces at the Conference would have been enormously strengthened; little would probably have been heard of the independence of Poland; Constantinople would have fallen into Russian hands; the Balkans and Asia Minor would have become, in fact if not in name, Russian protectorates; and there would have been found little scope for self-determination along the shores of the Baltic or in Eastern Europe.
In the new protectorates of this period Britain found herself faced by a task with which she had never had to deal on so gigantic a scale, though she had a greater experience in it than any other nation: the task of governing justly whole populations of backward races, among whom white men could not permanently dwell, and whom they visited only for the purposes of commercial exploitation.
He was a foreigner, born, I understood, in one of the Balkan Protectorates; he was here, employed by Dr. Kent as laboratory assistant. He had been with the Kents, at this time, two years. Alan and Babs didn't like him, nor did I. He must have been a clever, skillful chemist. No doubt he was. But he was, to us, repulsive.
