We may here perceive that Nature, with more wisdom and foresight than the narrow and rigid system of the protectionists can suppose, does not permit the concentration of labor, and the monopoly of advantages, from which they draw their arguments as from an absolute and irremediable fact.

The protective system in the United States, responsible for our unequal distribution of wealth, took at least its name from Spain, and the Robber Barons, as I used to call the Protectionists of Pennsylvania, were not of immediate German origin.

Now, there are two facts that might be somewhat suggestive to any who take that view. One is that, though we may be "enraged Protectionists," as our French friends occasionally call us, we have rarely sought to extend the protective system where we had nothing and could develop nothing to protect. The other is that we are also the greatest free-trade country in the world.

There were Civil Service Reform Protectionists and Civil Service Reform Free Traders.

The Protectionists, on the contrary, took up the cry of "exaggeration," against the most undoubted evidence, supplied from every part of the country, by persons in every rank of life, and of every shade of political opinion.

It was Napoleon's lot to win the favour of the rigid protectionists, while not alienating that of the men of the Gironde, who saw in him the champion of agrarian liberty against the feudal nobles. Moreover, the nation still cherished the pathetic belief that the war was due to Albion's perfidy respecting Malta, and burned with a desire to chastise the recreant islanders.

When I first knew him, he was a Benthamite; at present, I sometimes seem to foresee that he will end by being the leader of the Protectionists and the Protestants." "And a good strong party too," said Trenchard, "but query whether strong enough?" "That is exactly what Bertie Tremaine is trying to find out." Mr.
