Such measures sharply illustrate the superficial and fragmentary manner in which the whole problem of motherhood is studied to-day. It seeks a LAISSER FAIRE policy of parenthood or marriage, with an indiscriminating paternalism concerning maternity. It is as though the Government were to say: "Increase and multiply; we shall assume the responsibility of keeping your babies alive."
How this problem shall work out, time only can decide. With it once worked out, there is no doubt that the level of humanity will be distinctly raised. No other one feature in the program of eugenics seems more absolutely hopeful than this. In several of the states of the Union it has recently become the practice to remove the possibilities of parenthood from certain classes of criminals.
Just as we have the types of husbands and the types of wives, so we judge men and women by the wisdom, dignity and faithfulness of their parenthood; so we judge them by the kind of children they are to their parents. In this last we have a point in character of great importance and one upon which the followers of Freud have laid much over-much stress.
The day is coming, however, when the principles of education for parenthood for which, if for anything, this book is a plea will be accepted and practised, and then the case will be very different.
