The Paraguayan women are active and industrious, but the men elevate the far niente into an institution. The people rise early to enjoy the freshness of the morning, but at noon they make up for their loss of sleep by indulging in a three hours' siesta in the heat of the day.

From the military outposts of Argentina at the south, to the Fort of Olimpo, 450 miles north, the country is left entirely to the savage. The former are built to keep back the Tobas from venturing south, and the latter is a Paraguayan fort on the Brazilian frontier. Here they are landed and, perforce, fasten themselves like leeches on the licentious soldiery. The Chaco is a great unknown land.

Here Father Zahm baptized two children, the youngest of a large family of fair-skinned, light-haired small people, whose father was a Paraguayan and the mother an "Oriental," or Uruguayan. No priest had visited the village for three years, and the children were respectively one and two years of age. The sponsors included the local commandante and a married couple from Austria.

The lumbering wagons were on their way from the Paraguayan mate fields, and had a load of over two thousand pounds each. Jolting over huge tree-trunks, or anon sinking in a swamp, followed by swarms of gad-flies, the patient animals wended their way.

Halberger's first thought is that Valdez may be their prisoner; for he, of course, knows of the hostility existing between them and the Paraguayans, and remembers that, in his last interview with Naraguana, the aged cacique was bitter as ever against the Paraguayan people. But no; there is not the slightest sign of the white man being guarded, bound, or escorted.

The river-channel in its length between this elevation and Asuncion still contains remains of the obstructions which Lopez placed there to check the progress of the Brazilian fleet and protect the city. As the steamer rounds the bend the Paraguayan capital comes in sight.

Then I was driven to the City Hall, accompanied by the intendente, or mayor, a German long settled in the country and one of the leading men of the city. There was a breakfast. When I had to speak I impressed into my service as interpreter a young Paraguayan who was a graduate of the University of Pennsylvania.

But the Water Witch was not, properly speaking, a vessel of war. She was a small steamer engaged in a scientific enterprise intended for the advantage of commercial states generally. Under these circumstances I am constrained to consider the attack upon her as unjustifiable and as calling for satisfaction from the Paraguayan Government.

All the above implements, with a little sugar for sweetening; and, lastly, the yerba itself, has the thoughtful gaucho brought along. No milk, however; the lacteal fluid not being deemed a necessary ingredient in the cup which cheers the Paraguayan people, without intoxicating them. Gaspar as all gauchos, skilled in the concoction of it in a short time has the three mates brimful of the brew.
