This detachment is on its way to Villa Occidental to relieve the guard at that place, which has been on duty for eight days protecting the infant capital of Gran Chaco against the incursions of the Indians of the province. Around them are grouped a number of Paraguayan women, clad in the costume of the country a chemise and a white rebozo which gives them a certain statuesque appearance.

To illustrate the attitude of Brazil toward the conquered state one incident, and a recent one, will suffice. In the autumn of 1874 the boundary commission, composed of Brazilian and Paraguayan officers, set out for the final survey of the new boundary-line between Paraguay and Brazil. The commission had been engaged on this duty for two years, and last November it brought its work to a close.

At length, however, a thought came to relieve him a plan of flight, which promised to have a successful issue. He would flee into the Chaco! To the mind of any other man in Paraguay the idea would have appeared preposterous. If Francia resembled the frying-pan, the Chaco to a Paraguayan seemed the fire itself.

His experience and discretion justify the hope that he may prove successful in convincing the Paraguayan Government that it is due both to honor and justice that they should voluntarily and promptly make atonement for the wrongs which they have committed against the United States and indemnify our injured citizens whom they have forcibly despoiled of their property.

"Such was the terror inspired by the man that the news that he was out would clear the streets. A white Paraguayan dared not utter his name. Paraguay, of all countries, has been most under the teaching of the Jesuit priest, and the people in consequence are found to be the most superstitious.

This was in accordance with the instructions to our commissioner, who was told that an indispensable preliminary to the negotiation would, "of course, be an acknowledgment on the part of the Paraguayan Government of its liability to the company." The first paragraph of this second article clearly specifies the object of the convention.

Each of these events was interesting in its way the former as showing how completely Brazilian supremacy shadows Paraguayan authority even in the very capital of Paraguay, and the latter as offering our traveler a glimpse of Paraguayan "high life" under its most favorable auspices. The cathedral is one of the masterpieces of M. Forgues's bête noire, the Jesuit style of architecture.

There remains to tell the story of the cruelties of this Paraguayan Nero. With his suspicious nature and his absolute power, his subjects had no more security for their lives than those of old Rome. One of his first victims was Yegros, his former associate in the consulate. Accused of favoring an invasion of Paraguay, he and forty others were condemned to death in 1819.

Notice was given to the main guard, and immediately a Paraguayan officer ran and laid himself at the feet of the Commandant, to impart this news to him. Candide and Cacambo were disarmed, and their two Andalusian horses seized.

So far, the route had been through an almost unpeopled solitude. In the evening they reach Ibitimi, a village built, as are all the Paraguayan hamlets, in the shape of a square, with its little church in the centre. Here the ravages of war are painfully apparent.
