From the country around are procured the best oranges grown in the confederation, and the city is the mart for the woods from the Paraguayan, Chaco and Corrientes forests which are exported for manufacturing purposes. The elbow formed by the junction of the Parana and the Paraguay is called by the natives Las Tres Bocas, or "The Three Mouths."

Although the known mouth of the Pilcomayo is almost within gun-shot of Assuncion the oldest Spanish settlement in this part of South America no Paraguayan ever thinks of attempting its ascent, and the people of the town are as ignorant of the land lying along that river's shores as on the day when the old naturalist, Azara, paddles his periagua some forty miles against its obstructing current.

Dom Pedro on various occasions visited Europe for the purposes of the State, and, in 1886, he started on his third journey to the Old World since the conclusion of the Paraguayan War. At no time in the history of South America has it been found prudent for the head of a State to leave his country for too long in the hands of a Regent or deputy.

Francisco Solano had seen more of the outer world than was usual in the case of the Paraguayan of that period. He had resided in Paris, where he had carried out a diplomatic mission, and where his intelligence had won golden opinions from all those who came into contact with him.

It being desirable to ascertain the fitness of the river La Plata and its tributaries for navigation by steam, the United States steamer Water Witch was sent thither for that purpose in 1853. This enterprise was successfully carried on until February, 1855, when, whilst in the peaceful prosecution of her voyage up the Parana River, the steamer was fired upon by a Paraguayan fort.

Casting his eyes toward the centre of the room, where the young beauties are separating at the close of the dance, the observer notices that several of them are directing their steps away from the parlor to their retiring room. They have departed to smoke at their ease. Reference has been made to the scantiness of the attire of the Paraguayan women at one period of the war.

With the exception of the president of the republic, his cabinet, who wear scarfs of the Paraguayan colors blue, white and red and the officiating priests, there is not a Paraguayan in the church. Lovers of noise and of the excitement of festivals though they be, the people thus protest mutely against a ceremony that exalts their conquerors and recalls their own powerless condition.

Occasionally we passed a wood-yard, or factory, or cabin, now on the eastern, the Brazilian, now on the western, the Paraguayan, bank.

It is the breakfast-hour, and M. Forgues and his companion stop in front of the first house they reach as they enter the village and utter the traditional Ave Maria, thus requesting the hospitality of the owner. When the Paraguayan gives this response to the invocation of the traveler, the latter may consider himself at home; and so is it on this occasion with M. Forgues.

His experience and discretion justify the hope that he may prove successful in convincing the Paraguayan Government that it is due both to honor and justice that they should voluntarily and promptly make atonement for the wrongs which they have committed against the United States and indemnify our injured citizens whom they have forcibly despoiled of their property.
