Four very important features of the system deserve to be noted at the outset: Following the English practice, Government exercises no direct control over educational institutions other than those maintained by the State, though its influence is brought in several ways indirectly to bear upon all that are not prepared to reject the benefits which it can extend to them; Government has concentrated its efforts mainly upon higher education, and has thus begun from the top in the over-sanguine belief that education would ultimately filter down from the higher to the lower strata of Indian society; instruction in the various courses, mostly literary, which constitute higher education is conveyed through the medium of English, a tongue still absolutely foreign to the vast majority; and education is generally confined to the training of the intellect and divorced not only, absolutely, from all religious teaching, but also, very largely, from all moral training and discipline, with the result that the vital side of education which consists in the formation of character has been almost entirely neglected.

His wife was a native; in other words, a lady of Spanish blood, of a good family, city born and bred.
He announced that the Orders in Council would be withdrawn on June 10; Madison in turn promptly issued a proclamation reopening trade, and swarms of American vessels rushed across the Atlantic. But Canning, in harsh language, repudiated the arrangement of his over-sanguine agent, and Madison was forced to the mortifying step of reimposing non-intercourse by a second proclamation.
The flush of hope was bright in Gifted's eye and cheek, and the good man knew that young hearts are apt to be over-sanguine, and that one who enters a shower-bath often feels very differently from the same person when he has pulled the string. "I have brought you my Poems in the original autographs, sir," said Mr. Gifted Hopkins.
When these were considered in conjunction, I do not think that the hope of some of our best military authorities, that an aggressive attempt by the Central Powers could be made abortive, was an over-sanguine one.
I may be over-sanguine in these expectations, but as yet I am sustained in them by the apparent reality, simplicity, and sufficiency of the cause assumed, as it at present appears to my mind.
Bowers had offered to take Lingle, the Deputy Sheriff, to the sheep camp, which he was sure he could find easily from the directions Mormon Joe had given him when he hired him, but, as it proved, the herder had been over-sanguine.
