The out-voted electors of Noonoon were so galled by their defeat that they ignored the British law under which it was their boast to live, and refused to acknowledge that the man who had been voted in by the majority was constitutionally their representative in parliament.

The dissenters, no longer content with religious liberty, were beginning to demand religious equality. In the forefront of their grievances was that of paying rates for the repair of parish churches which they did not attend, except as members of the annual "vestry," where they could object to a rate but might be out-voted by a majority of their fellow-parishioners.

"I don't know that I'd care to insure you, if you go down now." "We'll take you through," cried half-a-dozen young men, the sons of well-born or rich families, who were heart and soul with him, and asked for nothing better than a "row," with any one indeed, but above all with the mob which they scorned, and which had out-voted them in their own town. The tramp of horses was heard outside.

If ever a party was fairly and overwhelmingly out-voted, it was the party whose central doctrine was that slavery must be protected in the United States territories. Now the question was, would that party acquiesce in the decision of the majority? At every previous election in the nation's history the minority had acquiesced promptly and loyally.

America was the last old Amos Peabody vowed he would rather go down to utter destruction than yield but he was out-voted in Council. It was pure slaughter otherwise, without a chance to fight back. At once the Mercutians set up their government. The Earth was turned into a colony. The leader of the invaders, the son of the Mercutian emperor, became Viceroy, with absolute powers.

I say such a refusal would be an insult to the hundreds and thousands of loyal Dutch subjects the King has in all parts of South Africa, I say that this invidious treatment of the Orange River Colony would be the greatest blunder, a fitting pendant to all that long concatenation of fatal mistakes which has marked our policy in South Africa for so many years; and I say it would be a breach of the spirit of the terms of peace, because we could not say, "We promised you self-government by the terms of peace, but what we meant by that was that before you were to have self-government, enough persons of British origin should have arrived in the country to make quite sure you would be out-voted."

"But your husband, Frau Maria, and mine I was talking with him on the way here will make every effort to prevent it. The two Seigneurs of Nordwyk are of their opinion, so perhaps the commissioner will be out-voted." "May God grant it!" cried the resolute voice of Wilhelm's mother.

All moved cautiously up, and sure enough, hanging head down, was what my friend took to be a veritable flying fox; but he was in a hopeless minority. All scornfully out-voted him, and to this day the blacks assert that "a piccaninny debil-debil" so closely resembles a flying-fox that none but a black boy can tell the difference.
