We have made long strides these past three years in bringing our Federal finances under control. The deficit for fiscal year 1953 was almost 9-1/2 billion dollars. Larger deficits seemed certain deficits which would have depreciated the value of the dollar and pushed the cost of living still higher. But government waste and extravagance were searched out. Nonessential activities were dropped.
Therefore, these nonessential, temporary laws are superseded and abrogated to suit the exigencies and requirements of successive periods.
Nay, it must be the same body, glorified as we are glorified, with all that was distinctive of each from his fellows more visible than ever before. The accidental, the nonessential, the unrevealing, the incomplete will have vanished. That which made the body what it was in the eyes of those who loved us will be tenfold there.
Here Yama gives the practical method to be followed if one wishes to realize the Supreme. The word "speech" stands for all the senses. First, therefore, a man must control his outgoing senses by the mind. Then the mind must be brought under the control of the discriminative faculty; that is, it must be withdrawn from all sense-objects and cease to waste its energies on nonessential things.
It works for the true fellowship and unification of all mankind, for it never changes and is not subject to supersedure. The accidental, or nonessential, laws which regulate the transactions of the social body and everyday affairs of life are changeable and subject to abrogation. Let me ask: What is the purpose of Prophethood? Why has God sent the Prophets?
Workers who are released because their production is cut back should get another job where production is being increased. This is no time to quit or change to less essential jobs. There is an old and true saying that the Lord hates a quitter. And this Nation must pay for all those who leave their essential jobs or all those who lay down on their essential jobs for nonessential reasons.
What we love, that we see; and what we see, that we are. We need above all things to simplify our religion and our inner life generally. We want to separate the essential from the nonessential, to concentrate our faith upon the pure God-consciousness, the eternal world which to Christ was so much nearer and more real than the world of external objects.
He insists on the unqualified recognition of the unity of their purpose, restates the eternal verities they enshrine, coordinates their functions, distinguishes the essential and the authentic from the nonessential and spurious in their teachings, separates the God-given truths from the priest-prompted superstitions, and on this as a basis proclaims the possibility, and even prophecies the inevitability, of their unification, and the consummation of their highest hopes.
Second, there are laws and ordinances which are temporary and nonessential. These concern human transactions and relations. They are accidental and subject to change according to the exigencies of time and place. These ordinances are neither permanent nor fundamental.
An ordinance of this kind was in keeping with desert life but is not compatible with conditions of the present day. Such ordinances, therefore, constitute the second or nonessential division of the divine religions and are not of importance, for they deal with human transactions which are ever changing according to the requirements of time and place.
