The first use of it in South Africa, on a large scale, was French's movement through the Eastern Transvaal in February, 1901. The "Drive" has been criticized as an awkward attempt to perform, with one and the same force, two distinct operations of war; namely, the coercion of the non-military population and the defeat of the enemy's troops.

The Boer force in Natal is not accurately known, but is roughly reckoned at double the British; say 30,000. This estimate is probable, both from the extent of their operations, and because they ought to have had at least so many. It would be more to their discredit to have had fewer than to fail with more. The non-military element in Ladysmith raised the number of the besieged to about 21,000.

Even the non-military reader will see by a glance at the map that this Quadrilateral, if strongly held, practically barred the roads leading to the Balkans on their eastern side. It also endangered the march of an invading army through the middle of Bulgaria to the central passes of that chain.

In much the same way, we have tremendous potential resources on other non-military fronts to help in countering the Soviet threat: education, science, research, and, not least, the ideas and principles by which we live. And in all these cases the task ahead is to bring these resources more sharply to bear upon the new tasks of security and peace in a swiftly-changing world.

It should be noted that only the most perfect system of flying instruction should be used, for the best is safest, and the safest, no matter how expensive, is comparatively cheap. There is no reason why there should be an extended period of ground instruction for the non-military pilot of the future.

I urge the Congress promptly to approve our participation in its construction. Sixth, military and non-military measures for continental defense must be and are being strengthened. In the current fiscal year we are allocating to these purposes an increasing portion of our effort, and in the next fiscal year we shall spend nearly a billion dollars more for them than in 1953.

Great fun may be gathered from the tales that exemplify the ignorance of law which characterized the military, and also the non-military laymen, who helped to take care of the seals during the civil troubles of the seventeenth century.

This work had to be carried forward alongside the first, not only in order to meet the non-military aspects of the communist drive for power, but also because this creative effort toward human progress is essential to bring about the kind of world we as free men want to live in.

Plato himself, in passing, acknowledges that his political ideal is secondary and not ideal at all, since only luxury, corruption, and physical accidents make a military state necessary; but his absorption in current Greek questions made him neglect the initial question of all, namely, how a non-military and non-competitive state might be established, or rather how the remedial functions of the state might be forestalled by natural justice and rendered unnecessary.

Cato was the only man who possessed the requisite devotedness, energy, and authority for the difficult office; if he was no military man, it was infinitely better to appoint as commander-in-chief a non-military man who understood how to listen to reason and make his subordinates act, than an officer of untried capacity like Varus, or even one of tried incapacity like Metellus Scipio.
