It appeared that the political control of European states over non-European regions must be short-lived and full of trouble; and that the influence of Europe upon the non-European world would henceforth be exercised mainly through new independent states imbued with European ideas. Imperial aspirations thus seemed to that and the next generation at once futile and costly.
During the first half of the nineteenth century the European colonists who were in daily contact with non-European races, although their impulses and their knowledge alike revolted from the optimistic ethnology of Exeter Hall, yet could escape all thought about their own position by assuming that the problem would settle itself.
A heavy shower of rain, by bringing out the landshells, enabled me to pick up half-a-dozen species of Helix, Bulimus, and Pupa, at the foot of the hedgerows; I was anxious to procure some to ascertain whether any were non-European forms; one was even quite a new species.
When it is noted that in the year 1911 the European increase over the year 1904 in the whole Union of South Africa was 14.28 per cent., and that of all non-European elements only 15.12 per cent., it will be seen that although the black increase is on a larger basis it hardly justifies alarm over an imagined flood of overwhelming coloured numbers.
The control of Europe over the non-European world was in a single generation completed and confirmed.
Preoccupied with all these questions, the statesmen and the peoples of most European states had no attention to spare for the non-European world.
But these facts bring out one feature which differentiated the settlement of Africa from that of any other region of the non-European world. It was not a gradual, but an extraordinarily rapid achievement.
All the non-European regions of the globe were thus divided by the States-General, with even greater boldness than by Pope Alexander, between the East and West India Dutch chartered companies. Its commercial privileges included a general monopoly and extended to all forms of advancement of trade.
We shall find these propositions verified in the history of Spain. Physically, Spain most closely resembles those non-European countries where the influence of nature is more prominent than that of man, and whose civilisations are consequently influenced more by the imagination than by the understanding. In Spain, superstition is encouraged by the violent energies of nature.
We are not neglecting the safeguards provided by peril points, an escape clause, or the National Security Amendment. Nor are we abandoning our non-European friends or our traditional "most-favored nation" principle.
