April 7, 1862, the House adopted a resolution, by 67 yeas to 52 nays all the yeas, save one, Republican, and all the nays, save 12, Democratic for the appointment of a Select Committee of nine, to consider and report whether any plan could be proposed and recommended for the gradual Emancipation of all the African Slaves, and the extinction of Slavery in Delaware, Maryland, Virginia, Kentucky, Tennessee, and Missouri, by the people or local authorities thereof, and how far and in what way the Government of the United States could and ought equitably to aid in facilitating either of those objects.
John Sandfield Macdonald, and other able Liberals who were not disposed to follow Mr. Brown and his two colleagues in their patriotic abandonment of "partyism." The vote on the address was, in the council Contents 45, Non-contents 15. In the assembly it stood Yeas 91, Nays 33.

Wilson's motion to lay the Impeachment Resolution on the table, Mr. Wilson, by agreement, withdrew his motion, and called for the yeas and nays on the adoption of the resolution: That Andrew Johnson, President of the United States, be impeached for high crimes and misdemeanors. The yeas and nays were ordered, and the vote was yeas 57, nays 108.
