Before that time there was no written Law of God, who as yet having not chosen any people to bee his peculiar Kingdome, had given no Law to men, but the Law of Nature, that is to say, the Precepts of Naturall Reason, written in every mans own heart.
Nor ought those Teachers to be displeased with this losse of their antient Authority: For there is none should know better then they, that power is preserved by the same Vertues by which it is acquired; that is to say, by Wisdome, Humility, Clearnesse of Doctrine, and sincerity of Conversation; and not by suppression of the Naturall Sciences, and of the Morality of Naturall Reason; nor by obscure Language; nor by Arrogating to themselves more Knowledge than they make appear; nor by Pious Frauds; nor by such other faults, as in the Pastors of Gods Church are not only Faults, but also scandalls, apt to make men stumble one time or other upon the suppression of their Authority.

But to make their difference appeare more cleerly, let us suppose one man endued with an excellent naturall use, and dexterity in handling his armes; and another to have added to that dexterity, an acquired Science, of where he can offend, or be offended by his adversarie, in every possible posture, or guard: The ability of the former, would be to the ability of the later, as Prudence to Sapience; both usefull; but the later infallible.
And Law was brought into the world for nothing else, but to limit the naturall liberty of particular men, in such manner, as they might not hurt, but assist one another, and joyn together against a common Enemy. Provinciall Lawes Are Not Made By Custome, But By The Soveraign Power
Reciprocally also, the Civill Law is a part of the Dictates of Nature. For Justice, that is to say, Performance of Covenant, and giving to every man his own, is a Dictate of the Law of Nature. Civill, and Naturall Law are not different kinds, but different parts of Law; whereof one part being written, is called Civill, the other unwritten, Naturall.
Amongst the Infirmities therefore of a Common-wealth, I will reckon in the first place, those that arise from an Imperfect Institution, and resemble the diseases of a naturall body, which proceed from a Defectuous Procreation. Want Of Absolute Power
