Feudalism, the Crusades, the Reformation, the struggle between the monarchy and the aristocracy. Despotism and Priestcraft have so closely held the country within their clutches, that woman still remains the subject of strange counter-opinions, each springing from one of the three great movements to which we have referred.

In it was first shown that the centralisation of modern France was not the product of the Revolution, but of the old monarchy, that the irritation against the nobility was due, not to their power, but to their lack of power, and that the movement was effected by masses already in possession of property. The functions of the historian and the psychologist are not, as we see, identical, but of both we may demand the endeavour, by a wise interpretation of the facts, to discover, under the visible evidences, the invisible forces which determine them. And how can there be this character of equality, I do not say under a monarchy, where slavery is least disguised or doubtful, but even in those constitutions in which the people are free indeed in words, for they give their suffrages, they elect officers, they are canvassed and solicited for magistracies; but yet they only grant those things which they are obliged to grant whether they will or not, and which are not really in their free power, though others ask them for them?

It would embrace, of course, a most remarkable period of political development the growth of a mediaeval republic out of early anarchy and tyranny; some of the most curious experiments in government ever made; the most wonderful, perhaps, of all growths in art, literature, and science; and the final supremacy of a monarchy, bringing many interesting results, yet giving some terrible warnings.

The journals of the Right lamented this inaction. "If the ministerial revolution," said the Quotidienne, "reduces itself to this, we shall retire to some profound solitude where the sound of the falling monarchy cannot reach us." Then, more royalist than the King, M. de Lamennais wrote on the subject of the new ministers: "It is stupidity to which fear counsels silence."

Some believed he had laid a scheme for universal monarchy; others, after much insight, determined the matter to be a project for pulling down the Pope and setting up the Reformed religion, which had once been his own. Some again, of a deeper sagacity, sent him into Asia to subdue the Turk and recover Palestine.

Since he broke with the Fronde, it was apparently to unite himself with the Queen, and the higher his ambition soared, the more necessary it was to cover it with respect and deference, in order to hasten and secure the treaty on foot, and to enchain the monarchy with his own fate. But the fiery Condé was incapable of such a line of conduct.

It is true, that, aided with the powers derived from force and opportunity, the nation was at that time, in some sense, free to take what course it pleased for filling the throne, but only free to do so upon the same grounds on which they might have wholly abolished their monarchy, and every other part of their Constitution. However, they did not think such bold changes within their commission.

These questions, thirteen in number, all referred to the measures to be taken by the President in consequence of the revolution which had overthrown the French monarchy; of the new organization of a republic in that country; of the appointment of a minister from that republic to the United States, and of the war declared by the National Convention of France against Great Britain.
