Jules Simon pilots me in Paris. Sainte-Clair Deville. Pasteur. Desjardins. Drouyn de Lhuys. The reform school at Mettray. My visit to Thiers; his relations to France as historian and statesman. Duruy; his remark on rapid changes in French Ministries. Convention on copyright. Victor Hugo. Louis Blanc, his opinion of Thiers.

It was perhaps an exaggeration if Drouyn de Lhuys said "he offered us all kinds of things which did not belong to him," but Napoleon also in later years repeated that Bismarck had promised him all kinds of recompenses. No written agreement was made; that was reserved for later negotiations, but there was a verbal understanding, which both parties felt was binding.

The United States, through Mr. Bigelow, protested to France against this decree, as repugnant to the sentiments of modern civilization and the instincts of humanity. M. Drouyn de Lhuys replied with a touch of sarcasm: Why do you not go to President Juarez? We are not the government of Mexico and you do us too much honor to treat us as such.

In the course of a conversation with Mr. Bigelow the day following M. Drouyn de Lhuys acknowledged that this statement was official. The decision of the emperor was officially made known to the United States in a note of April 21, 1866.

Breakfasted with the Duc d'Aumale at Chantilly on the 2nd; first time I had seen him there. Dined at Mohl's with Haussonville, the Lyttons, and Tourgueneff. Renewed my acquaintance with Drouyn de Lhuys, who related to me the affairs of 1866. Very curious. Dined at the Political Economy Club on the 5th; and at Lytton's on the 6th. Back to London on the 7th. January 24th.

We laughed as the count said: "One can jest over it now, but at the time the only amusement I got out of the whole affair was when your dummy envelop came back from London with a savage criticism of the police by our not overpleased embassy in England. I did want to laugh, but M. de Lhuys did not." "And the original papers?" insisted the countess. "Paris was almost in a state of siege."

Monsieur Drouyn De Lhuys said there had been no distinction whatever between the two Commanders of the two nations except inasmuch as the British Naval Force at that time in the Port of Genoa was of so much more commanding a character. 'I am, &c., Extracts from 'An Episode of Italian Unification' by General Alfonso la Marmora.

The probable acceptance of the crown by Maximilian was, however, the subject of frequent communications between the governments of France and the United States. In the course of a somewhat familiar conversation with M. Drouyn de Lhuys, the French minister of state, in August, 1863, Mr. Dayton expressed the fear that in quitting Mexico France might leave a puppet behind her.

M. Drouyn de Lhuys upheld the marshal. And well it was that he did, for just then Mr. Seward, in a diplomatic note to M. de Montholon, under date of August 16, 1866,* peremptorily called his attention to the fact that the presence of the two French officers in the imperial cabinet was calculated to interfere with the good relations existing between France and the United States.

The count remained with Porthos at a farm-house near by. He made a slow recovery, the colonel complaining bitterly that M. Merton's methods lacked the refinement of the French duel. The papers contained, among other documents, a rough draft of a letter dated October 15, 1862, from M. Drouyn de Lhuys proposing intervention to the courts of England and Russia.
