Instead of trusting to his army, the emperor now bought off his enemy in a more discreditable method than before, concluding a treaty in which he acknowledged Mehe as an independent ruler and gave him his daughter in marriage. This weakness led to revolts in the empire, Kaotsou being forced again to take the field against his foes.

Yangti's son was deposed by Liyuen, Prince of Tang, and a new dynasty, that of the Tang emperors, was formed, which continued for several centuries at the head of affairs. The new emperor assumed the name of Kaotsou, made famous by the first emperor of the Hans. But the glory of his reign belongs to his son, not to himself, and it is with this son, Lichimin by name, that we have now to do.

Of such geniuses, if the test applied be the work accomplished, there have been few with higher claims to respectful and admiring consideration than Lieou Pang, who after the fall of the Tsins became the founder of the Han dynasty under the style of Kaotsou.

In B.C. 195 we find Kaotsou going out of his way to visit the tomb of Confucius. Shortly after this event it became evident that he was approaching his end. His eldest son Hiaohoei was proclaimed heir apparent. Kaotsou died in the fifty-third year of his age, having reigned as emperor during eight years.

One great chief boldly declared that he acknowledged "neither empress nor emperor," and the family of the late monarch Kaotsou regained their long-lost courage on perceiving these evidences of a spirit of revolt. Dangers were gathering around the resolute regent.

But, worn out with anxiety and misfortune, his end soon approached, his death-bed being disturbed by palace intrigues concerning the succession, in which one of his favorite wives sought to have her son selected as the heir. Kaotsou, not heeding her petition, chose his eldest son as the heir-apparent, and soon after died.

This disaster, and his narrow personal escape, seem to have unnerved Kaotsou, for when the Huns resumed their incursions in the very year following the Pingching convention, he took no steps to oppose them, and contented himself with denouncing in his palace Meha as "a wicked and faithless man, who had risen to power by the murder of his father, and one with whom oaths and treaties carried no weight."

Meha observed this peace during the life of Kaotsou, who found that his reputation was much diminished by his coming to terms with his uncivilized opponent, but although several of his generals rebelled, until it was said that "the very name of revolt inspired Kaotsou with apprehension," he succeeded in overcoming them all without serious difficulty.

Meha retired to his own territory, well satisfied with the material results of the war and the rich booty which had been obtained in the sack of Chinese cities, while Kaotsou, like the ordinary type of an oriental ruler, vented his discomfiture on his subordinates.

In the year A.D. 617 he proclaimed himself emperor under the style of Kaotsou, and he began his reign in an auspicious manner by proclaiming an amnesty and by stating his "desire to found his empire only on justice and humanity."
