Italy, for instance, had made her military co-operation conditional on the promise of a large part of Dalmatia, as well as the terra irredenta, and Russia insisted upon having her claim to Constantinople allowed. Why, it is asked, should Roumania be blamed for acting similarly and on more solid grounds?
All that still remained to be won was Venice, which Austria ceded in 1866; Rome, which the French had occupied in the name of the Pope, and were forced to evacuate in 1870; and the Italia Irredenta of to-day, viz. the Trentino, Trieste, and Istria, which may be recovered as a result of the present war.
In other lands that vital force frittered itself away in the frothy rhetoric of Déroulède and the futile prancings of Boulanger, in the gibberings of Italia Irredenta, or in the noisy obstruction of Czechs and Parnellites in the Parliaments of Vienna and London. Everything proclaimed that the national principle had spent its force and could now merely turn and wobble until it came to rest.
Therefore to reduce the danger of a strong Italia Irredenta on the east of Adria she encouraged Atavism against Italianism, regarding the ignorant and incoherent Slavs as less dangerous than the industrious and scientific Italians.
The Italian Nationalists saw in Austria the former oppressor, and still raised the cry of Italia irredenta for the recovery of the Italian districts of Tyrol, Istria, and Dalmatia.
Gabriele d'Annunzio's flaming "Ode for the Latin Resurrection," published to-day in the Figaro, is evidently intended to excite Italians to seize an opportunity to abandon neutrality and join France and the Allied Powers against Austria, and thereby win back the "Italia Irredenta."
The Italians are to have not only Italia Irredenta but hundreds of thousands of reluctant Slavs in Dalmatia; the Russians Constantinople, and perhaps Posen and Galicia.
What happens at Athens has long concerned them more than what happens at Constantinople; and with Greece occupying the islands in the daily view of many of them, they are coming to regard themselves more and more every day as citizens of Graecia Irredenta. What is to be done with these?
But, because I am a friend of Italy, and because I wish her well, I view with grave misgivings the wisdom of thus creating, within her own borders, a new terra irredenta; I question the quality of statesmanship which insists on including within the Italian body politic an alien and irreconcilable minority which will probably always be a latent source of trouble, one which may, as the result of some unforseen irritation, break into an open sore.
Italy fulfils all these conditions; for, though the first has not yet been perfectly realised as regards Italia Irredenta, the exception is after all a trifling one. Thus the development of the national idea in Italy is almost a model of what such a development should be, and we have dwelt somewhat at length upon it for that very reason.
