It is not possible here to differentiate the various races and peoples in our land, each of whose particular circumstances and need and reaction upon our national life makes an urgent claim upon the integrating power of Home Missions and the church.
No man was more sensitive than Senator Douglas to these subtle influences of popular tradition, custom, and current sentiment. Under the cumulative impression of the events which have been recorded, his confidence in popular sovereignty as an integrating force in national and local politics increased, and his public utterances became more assured and positive.
But most of them have only in part succeeded in their effort to escape from competition by integrating their personal interests into a single homogeneous mass.
The oxidizing processes are identical, only one is a building up or integrating process, and the other is a pulling down or disintegrating process. More than that, we can evoke fire any time, by both mechanical and chemical means, from the combustible matter about us; but we cannot evoke life. The equivalents of life do not slumber in our tools as do the equivalents of fire.
For unless we postulate some one integrating cause, the greater the number of general laws in nature, the less likelihood is there of such laws being so correlated as to produce harmony by their combined action.
It is a period of life which deserves much more consideration than it often receives. Christianity also, in the first formative centuries of its existence, was an integrating reform of the same sort, on a different scale and in a different sphere; but here too an enslaved rabble within the soul claiming the suffrage, and better equipped intellectual empires rising round about, seem to prove that the harmony which the Christian system made for a moment out of nature and life was partial and insecure.
The typical African culture was the culture of family, town, and small tribe. Hence domestic slavery easily developed a slave trade through war and commerce. Only the integrating force of state building could have stopped this slave trade. Was this failure to develop the great state a racial characteristic? This does not seem a fair conclusion. In four great centers state building began in Africa.
Socially minded, it could announce and initiate the measures necessary to maintain peace and order through conformity to a common program of social action. Coordinating, integrating and administering the channels of communication at the planetary level will be a primary responsibility of any planet-wide economic program.
