Even in its most material consciousness, it is still integral and individual. You would think the great blood-stream of mankind was one and homogeneous. And it is indeed more nearly one, more near to homogeneity than anything else within us. The blood-stream of mankind is almost homogeneous. But it isn't homogeneous.
It was evident that Finnish nationality was to be crushed out, if possible, in the interest of Russian homogeneity. It soon became apparent, moreover, that Pobiedonostzev was to enjoy even more power than he had under Alexander III. In proportion as the character of Nicholas II was weaker than that of his father, the power of the Procurator of the Holy Synod was greater.
We have not yet welded these diverse elements into anything approaching homogeneity; our national consciousness is still undeveloped and, as a consequence of that fact, we have as yet not developed fully those self-imposed disciplines and restraints which are attendant upon highly developed national solidarity.

Again, one part of the germinal membrane presently becomes distinguishable as the germinal spot; and without asserting that the cause of this is to be found in the unlike relations which the respective parts of the germinal membrane bear to environing influences, it is clear that we have in these unlike relations an element of disturbance tending to destroy the original homogeneity of the germinal membrane.
A strange homogeneity brooded over the company. America had put her super-stamp on their brows. They were citizens of an all-human country. What, then, is this mysterious power which seems to master the Old World, whilst it is mastered by the New World? Nationality is clearly a mundane thing.
