The reformers who denounced political corruption and fraud when shown at the expense of their own candidates by machine ward heelers of a low type hysterically applauded similar corrupt trickery when practiced by these same politicians against men with whose political and industrial programme the reformers were not in sympathy.
The foremost citizens of the nation would not be too good for the job, and we content ourselves with ward heelers and rough-necks, who undertake it not for the salary, but for the graft that goes with it and exceeds it. Politics and graft sit in the warden's office, and walk the ranges in guards' uniform, and crush the manhood out of our brothers for money, and out of sheer wanton inhumanity.
But in no sense does it include the whittlers on dry-goods boxes, the bar-room loafers, the fellows that listen all day long for the whistle to blow, those who are the first to be mentioned whenever there is talk of cutting down the force. It does not include those of our statesmen who spend their time in promoting corrupt jobs, or in hunting places for lazy heelers.
"My dear Elizabeth, there is no use exaggerating; the case is unpleasant enough just as it is." "In what have I exaggerated?" she demanded. "Why, I KNEW Larrabee Harman," he returned. "I knew him fairly well. I went as far as Honolulu with him, when he and some of his heelers started round the world; and I remember that papers were served on him in San Francisco. Mrs.
The young man, however, got on well enough with the heelers the immediate trusty followers of the Boss and with the ordinary members. They probably marveled to see him so unlike what they believed a youth of the "kid-glove" and "silkstocking" set would be, and they accepted him as a "good fellow."
When his "kid-glove" friends laughed at him for deliberately choosing to leap into the political mire, he told them that the governing class ought to govern, and that not they themselves but the bosses and "heelers" were the real governors of New York City.
From the capacious desk, the master criminal pulled a set of small drills, vices, and other jeweler's tools and placed them on the table. "All right," he relented. "Now, do you see what I have just thought of no? This is just the chance. Look at me." The heelers gathered around him, peering curiously at their master as he worked at the bracelet watch.
When an election is held, all at once this new land of their adoption begins to take an interest in them, and political heelers, well paid for the job, well armed with whiskey, cigars and money, go among them, and, in their own language, tell them which way they must vote and they do. Many an election, has been swung by this means.
Toward the end of the campaign, Divver also stationed a man at the marriage bureau and then there were daily foot races and fights between the two heelers. Sometimes the rivals came into conflict at the death-bed. One night a poor Italian peddler died in Roosevelt Street.
All the heelers to the play now jumped their horses forward, holding their six-shooters over their heads, ratcheting the cylinders of their revolvers by cocking and lowering the hammers, as if nothing but a fight would satisfy their demand for gore. "If you want these horses that bad," said young Gray, "I reckon you can get them for the present.
