He told me that at one meeting of the Plenipotentiaries, Prince Gortschakoff announced that Russia, in direct contravention of Article XIII of the Treaty of Paris of 1856, intended to fortify the port of Batoum.

There is something to be set against each of these assertions. For it was not the goddess of Fortune which pursued Bismarck in the ungainly shape of his former friend, that spiteful Prince Gortschakoff. The Frankfort assembly had left the Austrian riddle unsolved, and apparently insoluble.

They imagined that he was making some remark in English to Lord Salisbury, and took no notice of it whatever. Lord Salisbury whispered to his colleague, and ultimately Prince Gortschakoff withdrew the claim to fortify Batoum.

Prince Bismarck, alarmed by the state of things in France, showed symptoms of intending to seize Belfort, that fortress in the Vosges which had never surrendered to the Germans, and which France had been permitted to retain. Thiers induced Russia to intervene, and went to Switzerland to thank Prince Gortschakoff personally for his services on the occasion.

It is a sad time, a very bad symptom, when principles, engagements, treaties, are all a la merci of two or three unscrupulous men.

When Prince Gortschakoff asked Cassius Clay if similar propositions were made to the other cosigners of the Paris convention, our minister was obliged to confess his utter ignorance about the whole proceeding. Prince Gortschakoff good-naturedly inquired about it from his ministers at Paris and London, and enlightened Cassius Clay.
