The division had taken place in a full house, after the fierce encounter, already mentioned, between Copley and Canning; but it cannot be regarded as a decisive token of contrast between the old and the new parliament, since relief was now claimed without any mention of "securities". The subject was in abeyance during the short administrations of Canning and Goderich, but was raised again by Burdett in May, 1828, after the repeal of the test and corporation acts.
I did not as I have said regret my transfer to Goderich, though that flourishing town was then in its infancy, the most unpleasant aspect in which any Canadian settlement can be viewed. Still, I am pleased that I have had the opportunity of tracing some of these important places from their dawn to their present prosperous condition. I found the general aspect of the country level.
The rapid waters of the Maitland form the southern and western boundary of this charming spot, then not a little enhanced by the merry groups which dotted the surface of the meadow, and woke its lone echoes with music and song. I was much amused by a Yankee mill-wright, who had contracted to build a large grist-mill for the Company, both in Guelph and Goderich.
When the king, finding that in Lord Goderich he had a minister who, instead of deciding, asked his royal master for advice, sent for the Duke of Wellington to undertake the government, a change in the carriage of his grace was perceived by some who had the opportunity to form an opinion on such a subject.
Lord Palmerston was Secretary at War, and Frederick Robinson, now made Lord Goderich, who was in thorough sympathy with Canning and Huskisson on questions of financial policy, was Colonial and War Secretary, the latter office according to the arrangements of that time a position having quite different functions from those of the Secretary of War.
The reply to this proposition was received during the legislative session of 1833. In it Lord Goderich, with some appearance of sarcasm, observed that "His Majesty did not consider it necessary at present to call upon the House for a grant of the nature proposed, as he did not anticipate such a falling off in the revenue at his disposal as the House appeared to have apprehended."
In proof of this let me say, that it was uniformly the practice of persons traveling from London to Goderich, to remain in our settlement over night, in preference to going on to find entertainment among their own class of people.
The importance the ministry attached to finance was emphasised by the admission to the cabinet in January of Frederick John Robinson, afterwards prime minister as Lord Goderich, who had been appointed president of the board of trade and treasurer of the navy. The chancellor of the exchequer and the master of the mint were already members of the cabinet.
Penetanguishene will not, however, be long the ultima Thule of British military posts in Western Canada, as a large and most important settlement is making at Owen's Sound, on Lake Huron, connected by a long road through the wilderness with Saugeen river, another settlement on the shores of that lake, to prevent the necessity of the difficult water-passage round Cabot's Head; and a steamboat has been put on the route by the Canada Company, to connect Saugeen with Goderich.
Afterwards Goderich. Lord Holland talked as usual very vaguely. No notice had been given, and few people knew there was anything to be done. So ends the House for this year. June 20, 1829. Cabinet. King's speech. Some time occupied in wording it, but no material alterations. Aberdeen's the worst part.
