Even in the pure democracies, the provincial communes were governed by powerful peasant families, as, for instance, in Glarus, and the tyranny exercised by these peasants over the territory beneath their sway far exceeded that of the aristocratic burgesses in their provincial governments.

Thus in Glarus most of the Alpine meadows have been sold during a time of calamity; but the communes still continue to buy field land, and after the newly-bought fields have been left in the possession of separate commoners for ten, twenty, or thirty years, as the case might be, they return to the common stock, which is re-allotted according to the needs of all.

Gall, and a release of the Toggenburgers from all allegiance to the abbey for the sum of 15,000 florins, which was ratified by Zurich, and through her exertions by Glarus also, in spite of protests from Luzern and Schwyz.

Not only were the lawful claims of the two cantons, Luzern and Schwyz, to a share in the deliberations on the affairs of St. Gall, wholly set aside, but Glarus also was not to be heard, except in so far as she agreed with Zurich in the fundamental principle laid down by him.

Wesen was recaptured by the admission of a number of soldiers in disguise, who opened the gates to their comrades without and massacred all the chief Swiss leaders. Some months later the men of Glarus inflicted a severe defeat on the Austrians at the little town of Naefels, within their state.

Very much of this story must remain untold, for the reason that if it were definitely known what business I had aboard the tramp steam-freighter Glarus, three hundred miles off the South American coast on a certain summer's day, some few years ago, I would very likely be obliged to answer a great many personal and direct questions put by fussy and impertinent experts in maritime law who are paid to be inquisitive.

Let it be known too in what a friendly and brotherly manner Zurich and Glarus have ever behaved toward their subjects, and that up to this time their rule has never been dreaded. Letters and seals should also be prepared, which, if God please, no one shall break in all coming time.

Something crashed and struck the ship's sides till we lurched as we stood. There was a shriek of steam, a shout and then silence. The noise of the machinery ceased; the Glarus slid through the still water, moving only by her own decreasing momentum. Hardenberg sang, "Stand by!" and called down the tube to the engine-room. "What's up?"

Hence an opinion drawn up by him has this heading: "Advice how the deputies ought to treat, either with or without the deputies of Glarus, so that the monastery of St. Gall, its abbot and its monks may be surprised, overcome and put up at auction with their monkhood and lordship, and knocked down to the Four Cantons."

Excepting in the case of forests, the trend is away from working the lands in common. Examples of the later methods are to be seen in the cantons of Ticino and Glarus, as follows: Several communes in Ticino, notably Airolo, have much public wealth. Airolo has seventeen mountain pastures, each of which feeds forty to eighty head of cattle.
