When his father rashly ventured from time to time to write him a word of common sense, the young man would listen to no sense at all, but insisted that Berlin was the best of educations in the best of Germanies; yet, when, at last, April came, and some genius suggested a tramp in Thuringen, his heart sang like a bird; he realized what a nightmare he had suffered, and he made up his mind that, wherever else he might, in the infinities of space and time, seek for education, it should not be again in Berlin.
But Prussia is Capitalism; that is, a gradually solidifying slavery; and that majestic unity with which she moves, dragging all the dumb Germanies after her, is due to the fact that her Servile State is complete, while ours is incomplete. There are not mutinies; there are not even mockeries; the voice of national self-criticism has been extinguished forever.
In the Germanies, the extraordinary influence of humanism at first militated against the development of literature in the vernacular, but the Protestant reformer, Martin Luther, in his desire to reach the ears of the common people, turned from Latin to German. Luther's translation of the Bible constitutes the greatest monument in the rise of modern German.
France and Germany would not equal Saskatchewan and Alberta; and two Germanies would not cover British Columbia leaving undefined Yukon and MacKenzie River and Peace River and the hinterland of Hudson Bay, an area equal to European Russia. If areas in Canada had the same population as areas in Europe, the Dominion would be supporting four hundred million people.
To say the Germanies are naturally at war with this idea is merely to respect them and take them seriously: otherwise their war on the French Revolution would be only an ignorant feud. It is this, to them, risky and fanciful notion of the critical and creative Citizen, which in 1870 lay prostrate under United Germany under the undivided hoof.
It was likewise at the very time when Cardinal Richelieu had crushed out all insurrection, whether Huguenot or noble, in France and was seeking some effective means of prolonging the war in the Germanies to the end that the rival Habsburgs might be irretrievably weakened and humiliated.
It was Prussia, rather than Brandenburg, which gave its name to the new kingdom, because the former was an entirely independent state, while the latter was a member of the Holy Roman Empire. Prussia rose rapidly in the eighteenth century. She shared with Austria the leadership of the Germanies and secured a position in Europe as a first-rate power.
The Real Germany. The difficulty of establishing German Unity has lain in the fact that there have really always been two Germanies, different in history, in temper, in ideals, and in their stages of development in civilisation. There has been Prussia, or North-Eastern Germany; and there has been the real Germany, the Germany of the South and West.
The inherent force attaching to reality and to the stronger mind should have led to its recovery. The Northern Germanies were, as a fact, reconquered when Richelieu stepped in and saved them from their Southern superiors. But perhaps it would not have been reconquered. Perhaps it would have lapsed quite soon into its original paganism.
Britain, be it remembered, is today the only part of the Roman world in which a conscious antagonism to the ancient and permanent civilization of Europe exists. The Northern Germanies and Scandinavia, which have had, since the Reformation, a religious agreement with all that is still politically powerful in Britain, lay outside the old civilization.
