Indeed, when the Maid of Provence left the island of Orleans, her nose seawards, one fine July morning, the only persons in Quebec that knew her destination were the priest who had brought Iberville the chart of the river, with its accurate location of the sunken galleon, Iberville's brothers, and Count Frontenac himself returned again as governor.
Early in 1690 Count Frontenac dispatched an expedition from Quebec to ravage the New England settlements; their leader was Portneuf, brother of Menneval and Villebon. There were fifty French and seventy Indians in the original party, which was afterwards joined by thirty-six French and a large band of Maliseets from the St.

In 1690 the French and Indians bivouacked at these springs as they descended to the cruel massacre of Schenectady. The French, urged by Frontenac, came down the valley in 1693 and destroyed the village of the Mohawks and started on their return with the prisoners they had taken.
Some weeks later Frontenac arrived at Quebec and took command. To the old soldier, now in his seventieth year, his hard task was not uncongenial. He had fought the savage Iroquois before and the no less savage Turk. He belonged to that school of military action which knows no scruple in its methods, and he was prepared to make war with all the frightfulness practised by the savages themselves.
In his charges of cabal and intrigue, Frontenac had chiefly in view the clergy, whom he profoundly distrusted, excepting always the Recollet friars, whom he befriended because the bishop and the Jesuits opposed them. The priests on their part declare that he persecuted them, compelled them to take passports like laymen when travelling about the colony, and even intercepted their letters.
More than two hundred Frenchmen were known to be at that remote post, or roaming in the wilderness around it; and Frontenac resolved on an attempt to muster them together, and employ their united force to protect the Indians and the traders in bringing down this mass of furs to Montreal.
Apart from his immediate success in building under the eyes of the Iroquois a fort at the outlet of Lake Ontario, Frontenac profited greatly by entering the heart of the Indian world in person. He was able, for a time at least, to check those tribal wars which had hampered trade and threatened to involve the colony. He gained much information at first hand about the pays d'en haut.
Again and again Frontenac begged that one bold blow should be struck to end these perils and make King Louis master of the continent, by despatching a fleet to seize New York. "No town," he told the minister, "could be burned more easily. In 1692, it was 193,000 livres, a part of which was for fortifications.
