The United States has insisted upon the right of expatriation, and has obtained, after a long struggle, an admission of the principle contended for by acquiescence therein on the part of many foreign powers and by the conclusion of treaties on that subject.

In former messages I have called the attention of Congress to the necessity of legislation with regard to fraudulent naturalization and to the subject of expatriation and the election of nationality.

I renew the recommendation made in my message of December, 1870, that Congress authorize the Postmaster-General to issue all commissions to officials appointed through his Department. I invite the earnest attention of Congress to the existing laws of the United States respecting expatriation and the election of nationality by individuals.

It is now burdened with debt, owing, among many other reasons, to the high salaries received by the more important German officials; the explanation of this being that the position of these functionaries is so unpleasant they have to be bribed into such expatriation. Thus their salaries are double what they were under French rule.

Frank had, however, made up his mind that he could not let the son of his only brother, the youth whom he had regarded almost as a son, and who had lost so much by the discovery of the child, drift away into expatriation, without being personally satisfied as to these new companions.

While recognizing the right of expatriation, no statutory provision exists providing means for renouncing citizenship by an American citizen, native born or naturalized, nor for terminating and vacating an improper acquisition of citizenship. Even a fraudulent decree of naturalization can not now be canceled.

The delicate and complicated questions continually occurring with reference to naturalization, expatriation, and the status of such persons as I have above referred to induce me to earnestly direct your attention again to these subjects.

Of the other Leinster leaders, Walter Devereux, the last colleague of Father Murphy, was arrested at Cork, on the eve of sailing for America, tried and executed; Fitzgerald and Aylmer were spared on condition of expatriation; months afterwards, Holt surrendered, was transported, and returned after several years, to end his days where he began his career; Dwyer alone maintained the life of a Rapparee for five long years among the hills of Wicklow, where his adventures were often of such a nature as to throw all fictitious conceptions of an outlaw's life into commonplace by comparison.

The American slave trade, therefore, meant the elimination of at least 60,000,000 Negroes from their fatherland. The Mohammedan slave trade meant the expatriation or forcible migration in Africa of nearly as many more. It would be conservative, then, to say that the slave trade cost Negro Africa 100,000,000 souls.

While it did not take a moment's consideration to show me that though the regiment there mentioned was the one I belonged to, I could have no possible interest in the announcement; it never coming into my calculation that I should submit to such expatriation; yet it gave me a salutary warning that there was no time to be lost in making my application for leave, which, once obtained, I should have ample time to manage an exchange into another corps.
