Always the archbishop of Ravenna, as the bishop of the imperial citadel in Italy, must have been tempted to follow the emperor rather than the pope, and more especially since, personally, he might expect to gain both in power and wealth that way. The exarch Gregory was succeeded apparently by a certain Theodore whose contemporary archbishop in Ravenna was also a Theodore.

But the eunuch was before his time; moreover, he was a defeated and not a victorious general.
After the recovery of Italy and Africa by the arms of Justinian, the importance and danger of those remote provinces required the presence of a supreme magistrate; he was indifferently styled the exarch or the patrician; and these governors of Ravenna, who fill their place in the chronology of princes, extended their jurisdiction over the Roman city.
