These Tinguian ethnically belong to the great Igorot group, and in northern Bontoc Province, where they are known as Itneg, flow into and are not distinguishable from the Igorot; but no effort is made in this monograph to cut the Tinguian asunder from the position they have gained in historic and ethnologic writings as a separate people.

Our contention is, that we have no evidence for the assertion that this Saxon admixture amounted to a racial change, and that, ethnically, the men of Fife and of Forfar were still Scots, not English. Such an infusion of English blood as our argument allows will not explain the adoption of the English tongue, or of English habits of life; we must look elsewhere for the full explanation.

The Igalwas are a tribe very nearly akin, if not ethnically identical with, the M'pongwe, and the culture of these two tribes is on a level with the highest native African culture.

The Treaty of San Stefano was, however, soon replaced by that of Berlin. Bosnia and Hercegovina, though containing three confessions, were ethnically homogeneous, and it was realised that these two provinces were as important to Serbia and Montenegro as the rest of Italy had been to Piedmont. It must at this time be recalled in what an extraordinary way the Serb race had fortuitously been broken up into a number of quite arbitrary political divisions.

There have been frontiers in a grazing country which separated pasture from water, pasture from market, and in an industrial country, railheads from railroad. On the colored ethnic map the line was ethnically just, that is to say, just in the world of that ethnic map. But time, no less than space, fares badly.

That the latter people were Semites has never been denied; and, indeed, it is a point supported by such an amount of evidence as renders it quite unassailable. If, therefore the primitive Babylonians were once proved to be a mere portion of the far greater Assyrian nation, locally and politically, but not ethnically separate from them, their Semitic character would thereupon be fully established.
