Toniolo, the eminent Catholic Italian economist, "the great Encyclicals of Leo XIII, which, sustained by the common light of the Evangelical teachings of Christian philosophy and Revelation, have illuminated all the phases of social, civil and political knowledge in harmonious, logical connections.
That stout old Vatican gentleman who storms this fast world of ours periodically with his encyclicals, and who is known by the name of Pius IX., must, if he knows anything of England, know something of Preston; and if he knows anything of it he will have long since learned that wherever the faith over which he presides may be going down the hill, it is at least in Preston "as well as can be expected," and likely, for a period longer than be will live, to bloom and flourish.
The union of these races in the Church, with their civilization and force, is the means of spreading Christianity rapidly over the whole world. "In the Exposition I follow simply the footsteps of the Church as indicated in her history, in the Encyclicals of Pius IX., and the Vatican Council.

Leo XIII wrote in one of his great encyclicals that "Every minister of holy religion must bring to the struggle the full energy of his mind and all his power of endurance." What about the laity? We cannot leave all the battle to the clergy; they cannot defend and instruct and carry us into the kingdom of heaven in spite of ourselves; their labours call for response and correspondence.
By this discussion the English clergy, even if Anglo-Catholic, are in a very different position from the Roman priests, over whom encyclicals, even if not executed, are always suspended. Similar was the issue in the case of Colenso, Bishop of Natal. Equipped mainly with Cambridge mathematics added to purest self-devotion, he had been sent out as a missionary bishop.
But these imperial rescripts and these papal encyclicals because it is impossible to leap over or suppress the phases of the social evolution could only result abortively in our bourgeois, individualist and laissez faire world.
"The effect of the various encyclicals and of the ill-advised attempt to make both clergy and laity sign the Modernist decrees has had a prodigious effect all over France precisely in the opposite sense to that desired by Pius X. The spread of the Movement is really amazing.
I am not sure whether they think it indecent, or merely eccentric; perhaps both. But then, as Anatole France has gravely remarked, a profound disinclination to wash is no proof of chastity. Besides, as one of the D.M.S.'s encyclicals has reminded us, cleanliness of body is next to orderliness of kit.
