Some of these have already been alluded to in our consideration of the revenue system of the new government. Among other taxes recommended by Secretary Hamilton for the support of the government, and authorized by a bill reported in the house of representatives in January, 1791, was one upon domestic distilled spirits and distilleries.
The distilleries and outbuildings were deserted their white walls were covered by one monstrously great and old wisteria in flower the soaring marvellous church was in possession of a knot of unattractive guides. One of these conducted them through the painted treasures of the gold and marble chapels; he was an elderly but animated person who evidently found Amanda more wonderful than any church.
Our wiser caupones, I am told, know how to fatten their fowls, as well as their geese, for the London markets, by mixing gin instead of figs and fat with their food; by which they are said to become sleepy, and to fatten apace, and probably acquire enlarged livers; as the swine are asserted to do, which are fed on the sediments of barrels in the distilleries; and which so frequently obtains in those, who ingurgitate much ale, or wine, or drams.
This, of course, was the death-blow to all the minor competition which had so long been disturbing the peace of mind of the mighty possessors of the great distilleries. Ahab was thus made glad with the vineyard of Naboth. In the matter of official appointments, too, Governor Irving was consistent in his ostentatious hostility to Creoles in general, and to coloured Creoles in particular.
The distilleries were attacked and fired. Rivers of spirit ran in all the conduits and blazed as they ran. Men, drunk with liquor and maddened with excitement, kneeled to drink, and, drinking, fell and died where they lay. By this time the soldiers were acting vigorously, driving the rabble before them, shooting all who resisted, as some did resist desperately.
Many dead, many wounded, must have been carried away by friends and hidden in hurried graves, or nursed in secret to recovery. Many, too, perished at Blackfriars Bridge, or were hideously consumed in the flames that rose from the burning of Langdale's distilleries.
One is hardly prepared to see so much commercial prosperity and rapidity of growth as is evinced in Warsaw. In matters of current business and industrial affairs it appears to be in advance of St. Petersburg. The large number of distilleries and breweries are unpleasantly suggestive of the intemperate habits of the people.
And there was the yellow block of the distilleries, and High Garden Terrace, and the Mall.... At first, in the distance, it looked like a living city. Then, second by second, the stigmata of decay became more and more evident.
In the daytime, he could always guess, within a street or two, the location of any fire in his district. He knew all the smokes from a hundred factories, foundries, distilleries, and never confounded them with the fires which it was his business to detect.
There is one miscellaneous dry-goods and grocery store, one drug store, one mill, about half a bookstore, and an ice-cream saloon; and within a radius of half a mile of this church there are ten grog-shops and two distilleries, quite too large a proportion even for those who believe, as I do not, in moderate drinking. I have no remedy to propose. I have no temperance address to deliver.
