The same practical temper broke out in a more startling innovation. Against dissidents from the legal worship of the Church the Presbyterians were as bitter as Laud himself. But Nonconformity was rising into proportions which made its claim of toleration, of the freedom of religious worship, one of the problems of the time. Its rise had been a sudden one.

I have a great opinion of the cogency of the controversial arguments of the Russian troops, in favor of the Dissidents: I am sure I wish them success; for I would have all intoleration intolerated in its turn. We shall soon see more clearly into this matter; for I do not think that the Autocratrice of all the Russias will be trifled with by the Sarmatians.

The temptation to accept the Indulgence was great, for since the fall of Shaftesbury persecution had fallen heavily on the Protestant dissidents, and we can hardly wonder that the Nonconformists wavered for a time or that numerous addresses of thanks were presented to James. But the great body of them, and all the more venerable names among them, remained true to the cause of freedom.

It would, no doubt, be said that Ferrier had always behaved with singular generosity both toward opponents and toward dissidents in his own party. Open and serious argument was at no time unwelcome to him. All very well! But how was one to argue, beyond a certain point, with a man twenty-five years your senior, who had known you in jackets, and was also your political chief?

Repelled by their experience with previous convocations the electors know too well the nature of these assemblies; how the Jacobin faction rules them, how it manages the electoral comedy, with what violence and threats it reduces all dissidents to voting either as figurants or claqueurs. From four to five million of electors prefer to hold aloof and stay at home as usual.

"From the very invectives of their enemies," says Hallam, "and the acts of the Inquisition, it is manifest that almost every shade of heterodoxy was found among these dissidents, till it vanished in a simple protestation against the wealth and tyranny of the clergy."

Thus the Reformers, like the Church from which they parted, cared nothing for freedom, they only cared for “truthIf the mediaeval ideal was to purge the world of heretics, the object of the Protestant was to exclude all dissidents from his own land. The people at large were to be driven into a fold, to accept their faith at the command of their sovran. This was the principle laid down in the

How many dissidents are there, disguised as orthodox, charlatans disguised as patriots, and pashas disguised as sans-culottes? Add all this vermin to that which Marat seeks to crush out; it is no longer by hundreds of thousands, but by millions, exclaim Baudot, Jeanbon-Saint-Andre and Guffroy, that the guilty must be counted and cut off their heads!

If Bismarck foresaw unification with more certainty than Cavour foresaw unity, it must be remembered that, while Cavour was held back by doubts as to whether the whole country desired unity, such doubts caused no trouble to Bismarck, since he was ready to adopt a short way with dissidents.

France sent troops to his relief, but as soon as the dissidents were routed, and he himself was safe, Abd-el-Hafid refused to give the French army his support, and in 1912, after the horrible massacres of Fez, he abdicated in favour of another brother, Moulay Youssef, the actual ruler of Morocco.
