For it is the cruelty and harshness of men towards the animals under their protection which is the cause of the present low standard of humanity itself. Brutal usage creates brutes; and the ranks of mankind are constantly recruited from spirits already hardened and depraved by a long course of ill-treatment. Nothing developes the spirit so much as sympathy.

The bush-tick, wingless from the beginning, and diverging in another direction, has probably been greatly increased in size by its parasitical habit; this seems proven by the fact, that as long as it is parasitical on nothing it remains small, but when able to fasten itself to an animal it rapidly developes to a great size.

The cant word for the Guillotine was "our holy mother;" and verdicts of condemnation were called prizes in the Sainte Lotterie "holy lottery." The dark and ferocious character of Le Bon developes itself hourly: the whole department trembles before him; and those who have least merited persecution are, with reason, the most apprehensive.

When a man has plenty of faith he is ready to believe anything. However fantastic it may be, however childish, however infantile, he accepts it with gaping wonder. His imagination is not necessarily strong, but it is easily excited. Macaulay held that savages have stronger imaginations than civilised men, and that as the reason developes the imagination decays.

Thus adultery becomes, as we have seen, accepted as an institution under the name of service; and, like all other social institutions, developes a morality of its own a morality within immorality, of faithfulness within infidelity.

That which tends to make us healthier in all the functions of our bodies which developes and improves all the faculties of our minds and which developes and cultivates, to the highest possible extent, all the good affections of the soul-is alone worthy of the name of wealth. I do not deny, that he who makes two stalks of grain grow where only one grew before, is a public benefactor.

Laing developes a sudden reverence for the testimony of priests at the outset of his historical inquiries, and finds that history begins with "priestly organizations;" that the royal records are "made and preserved by special castes of priestly colleges and learned scribes, and that they are to a great extent precise in date and accurate in fact."

He was, therefore, eminently fitted for both civil and military administration. The speech of President Pat on opening Congress developes his policy and his well-digested plans of legislative reform. Here are a few quotations: The Key-stone of Government is the Blarney-stone. Political progress may always be accelerated by a bludgeon. Our institutions must be consolidated by soft-soap and whacks.

But far differently, and with a stern gratitude, we recognize another mode of necessity for this gloomy distinction a call for poverty, when seen in relation to the manifold agencies by which it developes human energies, in relation to the trials by which it searches the power of patience and religion, in relation to the struggles by which it evokes the nobilities of fortitude; or again, amongst those who are not sharers in these trials and struggles, but sympathizing spectators, in relation to the stimulation by which it quickens wisdom that watches over the causes of this evil, or by which it vivifies the spirit of love that labors for its mitigation.

The gentlemen accordingly tossed off their heeltaps, and Mr Cranium proceeded: "Ardently desirous, to the extent of my feeble capacity, of disseminating as much as possible, the inexhaustible treasures to which this golden key admits the humblest votary of philosophical truth, I invite you, when you have sufficiently restored, replenished, refreshed, and exhilarated that osteosarchaematosplanchnochondroneuromuelous, or to employ a more intelligible term, osseocarnisanguineoviscericartilaginonervomedullary, compages, or shell, the body, which at once envelopes and developes that mysterious and inestimable kernel, the desiderative, determinative, ratiocinative, imaginative, inquisitive, appetitive, comparative, reminiscent, congeries of ideas and notions, simple and compound, comprised in the comprehensive denomination of mind, to take a peep with me into the mechanical arcana of the anatomico-metaphysical universe.
