In 1980: The findings of the Vice President's Task Force revealed the major education and employment deficits that exist for poor and minority youngsters. As a result a $2 billion youth education and jobs initiative was introduced to provide unemployed youth with the basic education and work experience they need to compete in the labor market of the 1980's.

The first requirement of confidence and of economic recovery is financial stability of the United States Government. I shall deal with fiscal questions at greater length in the Budget message. But I must at this time call attention to the magnitude of the deficits which have developed and the resulting necessity for determined and courageous policies.

This record includes our inherited burden of indebtedness and obligations and deficits. The current year's budget, as you know, carries a 5.9 billion dollar deficit; and the budget, which was presented to you before this administration took office, indicates a budgetary deficit of 9.9 billion for the fiscal year ending June 30, 1954. The national debt is now more than 265 billion dollars.

Our receipts of fifty dollars left us with a net deficit of two hundred and fifty. Our treasurer therefore proposed that we should carry both deficits forward and open a Special Patriotic Entertainment Account showing a net total deficit of four hundred and fifty dollars. In the opinion of the committee our mistake had been in engaging outside talent.

We have deficits because big government spends too much. Now, next month I'll place two additional reforms before the Congress. We've created a welfare monster that is a shocking indictment of our sense of priorities. Our national welfare system consists of some 59 major programs and over 6,000 pages of Federal laws and regulations on which more than $132 billion was spent in 1985.

In 1905, the most prosperous of all Manar fisheries, the government sold its fifty million oysters for two and one half million rupees, and at least $600,000 of this was profit. Years ago, it is true, there were several fisheries producing for the treasury nothing but deficits.

With the cooperation of the Congress, and taking advantage of its accumulated experience in postal affairs, the Postmaster General will institute a program directed at improving service while at the same time reducing costs and decreasing deficits.

Fast talkers, adventurers, promoters, manipulators, gamblers add little or nothing to the income of the communities in which they operate. Often, however, as gargantuan consumers, they play an important role in building up the deficits which finally wreck an economy.

These dues are absurdly low in view of the privileges which it affords. Although Mr. Forbes does not like to have it known, I cannot refrain from stating that the club has not always been self-supporting, and that he has repeatedly made up deficits from his private funds. The cost involved in getting the golf course into shape was out of all proportion to the resources of the organization.

The budgets usually showed deficits, and the imposts of all kinds were raised by tyrannical farmers-general. At the very moment of the Revolution this condition of the finances became the cause of universal discontent, which is expressed in the cahiers of the States General.
