The establishment by the Supreme Council of the Allies in August, 1919, of a European Coal Commission, consisting of delegates from Great Britain, France, Italy, Belgium, Poland, and Czecho-Slovakia was a wise measure which, properly employed and extended, may prove of great assistance. The provisions relating to iron-ore require less detailed attention, though their effects are destructive.
She is the strongest new power, and is manifestly the best governed State which has arisen out of the ruins of the old. One London daily refused to believe in the existence of Czecho-Slovakia for a long while. "Unless I see it," said the editor, "I will not be convinced." But Czecho-Slovakia is quite convincing and is much less of a Frankenstein than Jugo-slavia.
"We've got enough Germans in Czecho-Slovakia already. Austria can very well exist by herself. Does not Switzerland exist by herself, and do very well, without half the natural advantages of the new Austria?" The French solution for the problem is known to lie in the possible detachment of Bavaria from Germany, and the setting up of a new South-German State in union with Austria.
When the first food mission to Poland, making its way in the first week of January, 1919, with difficulty and discomfort because of the demoralized transportation conditions, had reached that part of its journey north of Vienna towards Cracow which brought it into Czecho-Slovakia, our train halted at a station gaily decorated with flags and bunting among which the American colors were conspicuous.
It is no doubt rare in this lazy age to find a new State administered and governed from the top of a crag, a steep climb on foot. But Czecho-Slovakia and Prague are governed from a mountain, and have the mountain point of view, which is the view of youth and vision. The new State has some thirteen millions of inhabitants, and the majority of the people speak both Czech and German.
But whilst they encourage professional athleticism it can hardly be said that they encourage Europe to be more athletic. The Sokol movement in Czecho-slovakia and the Boy Scout movement are much more promising. The more you look on at games the less you play them, and the more you play them the less are you content to look on.
They have left the Pope, and have in return been excommunicated. Apparently excommunication has not a great terror, however. National Catholicism without an infallible Pope is not far removed from Greek Catholicism and even Anglicanism. Austria and Hungary are Roman Catholic, but Czecho-Slovakia will remain either Protestant or National Catholic.
England is being ruined by these round table conferences. They are sitting round in Cairo and Calcutta and Capetown, filling all the best hotels and eating out the substance of the taxpayer. I am told that Lloyd George has offered to go to Czecho-Slovakia. He should be stopped.
So these miserables were put on the island of Corsica. Of the others little is known. Large numbers have been returned to Russia. Serbia and Czecho-Slovakia have covenanted to take a few thousand. As for the civilian refugees, a hundred thousand of them are in desperate straits. They cannot live in Constantinople, and they cannot get away. It is a death-trap for them.
British and French and Scandinavians and swarms of people from Czecho-Slovakia and all the Balkan States, hurried from devastated lands and impending taxes to a new country glowing with the deceptive greenness of far fields. The population had increased; the housing for it had not.
