This was the territory from which the states of Ohio, Indiana, Illinois, Michigan, and Wisconsin were formed; and so, of course, these states were free states from the beginning. The great industry of the South was cotton-raising. The people of the Southern states claimed that slavery was necessary, because only negro slaves could do the work required on the big cotton plantations.

The petitioners did not say whether they would make a slave or a free state; but as the Missourians owned slaves, everybody knew that Missouri would be a slave state. To this the free states were opposed. If the tobacco-growing, cotton-raising, and sugar-making states wanted slaves, that was their affair; but slavery must not be extended into states beyond the Mississippi, because it was wrong.

As the great period of shipbuilding went on greatest during the twenty years or more ending in 1860; as the great period of cotton-raising and cotton-baling went on never so great before as that in that same year the two parts of the nation looked equally to the one border plateau lying between them, to several counties of Kentucky, for most of the nation's hemp.

Climate, soil, the cotton gin, and slavery combined to make of the southern West a great cotton-raising area, interested in the same things and swayed by the same impulses as the southern seaboard. Similarly, economic conditions combined to make of the northern West a land of small farmers, free labor, town-building, and diversified manufactures and trade.

Many Southern mills were already in successful operation. But from lack of capital, or lack of enterprise, nothing of the kind had ever been undertaken in Clarendon although the town was the centre of a cotton-raising district, and there was a mill in an adjoining county.

Greene was entertaining a number of visitors from the surrounding country, several planters of considerable wealth being among the number, when one of the guests turned the conversation upon the subject of cotton-raising, by declaring that he had met with such poor success that he was ready to abandon the undertaking.

The last bill ran ten years. The present bill will last longer, or I lose my guess 'specially if Smith is in the Senate. "Well, then, there remains raw cotton. The connection of cotton-raising and its raw material is too close to risk a manufacturing trust that does not include practical control of the raw material.

The South is flooded with a thousand quack contrivances now, about as applicable to cotton-raising as a pair of nut-crackers; but the colonel buys them. He is going to dispense with the hoe. That is the plan; and by that plan of furnishing a large plantation with new tools before Lent is over the five thousand dollars are gone. But he writes cheerfully.
