"I approve of the proceedings of the National Assembly at the Mairie of the Tenth Arrondissement on the 2d of December, 1851, in which I was hindered from participating by force. Some of these members of the Consultative Committee came from Mazas or from Mount Valerien. They had been detained in a cell for four-and-twenty hours, and then released.
I shall, indeed, in the first instance, consider the assembly as merely consultative; and although the plenipotentiaries of the United States will be empowered to receive and refer to the consideration of their Government any proposition from the other parties to the meeting, they will be authorized to conclude nothing unless subject to the definitive sanction of this Government in all its constitutional forms.

I feel, however, that in view of the expansion and the growing importance of the administrative sphere of the Cause, the general sentiments and tendencies prevailing among the friends, and the signs of increasing interdependence among the National Spiritual Assemblies throughout the world, the assembled accredited representatives of the American believers should exercise not only the vital and responsible right of electing the National Assembly, but should also fulfill the functions of an enlightened, consultative and cooperative body that will enrich the experience, enhance the prestige, support the authority, and assist the deliberations of the National Spiritual Assembly.
Is it not, indeed, the height of imprudence to grant equality of political rights to men of unequal conditions? If a manufacturer, uniting all his workmen in a joint-stock company, should give to each of them a consultative and deliberative voice, that is, should make all of them masters, would this equality of mastership secure continued inequality of wages?
And as a cardinal may belong to several Congregations, it resulted that he gradually found himself roaming through those former ministries of the old pontifical government which, if less numerous than formerly, are still very intricate institutions, each with its cardinal-prefect, its cardinal-members, its consultative prelates, and its numerous employees.
Thus the time of the deputies was consumed in accomplishing infinite nothing, until the moment arrived when the monarch, without any violent stroke of state, could feel safe in issuing decrees and pragmatic edicts; thus reducing the ancient legislative and consultative bodies to nullity, and substituting the will of an individual for a constitutional fabric.
