Whether peace is to be reached only after unimaginable horrors precipitated by humanity’s stubborn clinging to old patterns of behaviour, or is to be embraced now by an act of consultative will, is the choice before all who inhabit the earth.
The community is regarded as a consultative committee of profoundly wise, alert and well-informed Common Men.
In North America a variety of consultative arrangements—“Boards of Council”, “Council Boards”, “Boards of Consultation” and “Working Committees”—performed analogous functions, evolving gradually into elected bodies that constituted the forerunners of Spiritual Assemblies. By the time of the Master’s passing, there were perhaps forty such councils functioning in North America.
This interest was manifested both symbolically and practically by the visit of Vice President Mondale to West Africa in July and the successful visit to Washington of the President of Nigeria in October. During Vice President Mondale's visit, a Joint Agricultural Consultative Committee was established, with the U.S. represented entirely by the private sector.
Some of the men inscribed on the list of this commission refused: Léon Faucher Goulard, Mortemart, Frédéric Granier, Marchand, Maillard Paravay, Beugnot. The newspapers received orders not to publish these refusals. M. Beugnot inscribed on his card: "Count Beugnot, who does not belong to the Consultative Committee."
It is a single social organism, representative of the diversity of the human family, conducting its affairs through a system of commonly accepted consultative principles, and cherishing equally all the great outpourings of divine guidance in human history.
Most important of all, an extraordinary effort of imagination had brought the unification of humanity one immense step forward. The world’s leaders, however reluctantly, had created an international consultative system which, though crippled by vested interests, gave the ideal of international order its first suggestion of shape and structure. The post-war awakening expressed itself world-wide.
In their relations amongst themselves as fellow-believers, let them not be content with the mere exchange of cold and empty formalities often connected with the organizing of banquets, receptions, consultative assemblies, and lecture-halls.
There is no case known to authentic history in which either of these belonged to the sacerdotal caste. Even in the cases most favourable to them, the priesthood had no voice in temporal affairs, except the "consultative" voice which M. Comte's theory allows to every spiritual power.
The winter was a bad one for trade; the profits made by Grieve & Co., even on much business, were but small; and in the consultative council of employes which David had established the chairman constantly showed a dreaminess or an irritability in difficult circumstances which in earlier days would have cost him influence and success.
